RELATING TO CESSPOOL CONVERSION.

Requires cesspools in the State to be upgraded or converted to a wastewater system approved by the Director of Health before 1/1/2050. (SD1)

RELATING TO AQUATIC RESOURCES.

Establishes a tiered administrative fine system for each specimen of aquatic life taken, killed, or injured. Establishes a criminal fine structure on a per-specimen basis for violations involving aquatic life. Authorizes the Department of Land and Natural Resources to recommend community service that benefits the resource damaged when a person is ordered to perform community service in lieu of a fine. Authorizes the Department of Land and Natural Resources to recommend to the certain probationary terms and conditions to the court. Effective date 7/1/2022. (SD2)

RELATING TO THE DISPOSITION OF WATER RIGHTS.

Exempts the instream use of water for traditional and customary kalo cultivation practices from the existing process for disposition of water rights. Recognizes, confirms, and protects traditional and customary and kuleana rights to water, including rights of use, access, delivery, and quality of water. (CD1)

RELATING TO THE TAXATION BOARD OF REVIEW.

Amends the membership, composition, compensation, and duties of the taxation board of review. Amends quorum requirements. Authorizes members of the taxation board of review to validate the board's actions with a concurrence of the majority of members who heard the appeal. Specifies that board meetings are contested case hearings with certain notice requirements. Clarifies the legal and evidentiary framework for the board to use when making decisions. Appropriates funds to the department of taxation to establish staff positions. Effective 7/1/2050. (SD2)

RELATING TO HEALTH.

Authorizes advanced practice registered nurses and physician assistants to practice medical aid in dying or provide counseling to a qualified patient. Requires an attending provider to make an initial determination in person or via telehealth. Amends the mandatory waiting period between oral requests and the provision of a prescription. Prohibits the disclosure, discovery, or compelled production of information collected or retained pursuant to incidental or routine communication between DOH and qualified patients or providers. RELATING TO UNDERGROUND STORAGE TANKS.

Beginning July 1, 2023, prohibits the operation of underground storage tanks with a capacity greater than 100,000 gallons. Effective 7/1/2050. (SD1)

RELATING TO TRANSIT-ORIENTED DEVELOPMENT.

Requires the Office of Planning to hire a contractor to, among other things, identify and assess alternative financing, project delivery, and cost recovery mechanisms to recapture the State's upfront investment in transit-oriented development infrastructure. Requires the contractor to consult with representatives of certain government entities. Requires the Office of Planning to report its findings to the Legislature. Authorizes the issuance of general obligation bonds. Effective 7/1/2050. (SD2)

RELATING TO COMMERCIAL PROPERTY RENT RELIEF.

Establishes a commercial rent relief grant program to be administered by the Department of Business, Economic Development, and Tourism. Requires that the commercial rent relief grants be given priority for moneys received through federal funding. Appropriates funds. Effective 7/1/2050. (SD1)
