RELATING TO STATE SELF-INSURANCE AGAINST PROPERTY AND CASUALTY RISKS.

Establishes the State Self-Insurance Against Property and Casualty Risks Special Fund to be administered by the Comptroller to make it easier for the State to self-insure or utilize a captive insurer to mitigate against property and casualty risks. Appropriates funds. Effective 6/30/3000. (SD1)

RELATING TO TAX CREDITS.

Renames the refundable food/excise tax credit and makes the credit nonrefundable. Authorizes the Department of Taxation to issue the tax credit to taxpayers annually rather than requiring taxpayers to file for the credit. Applies to taxable years beginning after 12/31/2023.

RELATING TO TAX CREDITS.

Requires that income tax credits established or renewed after 12/31/2023 include a five-year sunset or an annual one-third reduction beginning with the sixth year of the credit. Effective 7/1/3000. (HD1)

RELATING TO ENERGY.

Authorizes the Hawaiʻi Technology Development Corporation to temporarily re-establish the Hawaiʻi Office of Naval Research Grant Program to provide fifty per cent matching grants to Hawaiʻi awardees of alternative energy research grants from the Department of Defense Office of Naval Research. Establishes the Alternative Energy Research and Development Revolving Fund. Appropriates moneys into and out of the revolving fund.

RELATING TO HEALTH CARE.

Prohibits the State from denying or interfering with a patient's right to choose to obtain an abortion or to terminate a pregnancy if the termination is necessary to protect the life or health of the patient. Repeals a criminal penalty for violations of certain abortion provisions. Clarifies that advanced practice registered nurses may provide abortion care. Clarifies that physicians, osteopathic physicians, and advanced practice registered nurses may administer a medication abortion via telehealth for a patient residing in the State.

RELATING TO CANNABIS FOR MEDICAL USE.

Defines "cannabis cutting" and "cannabis propagule". Amends the definition of "cannabis" to include cannabis propagules and cannabis cuttings. Allows qualifying patients and primary caregivers who are authorized to cultivate cannabis for medical use to purchase cannabis propagules and cannabis cuttings from licensed dispensaries in the State under certain conditions. Establishes quantity limits and quality requirements for the dispensing of cannabis propagules and cannabis cuttings. Effective 6/30/3000. (HD1)

RELATING TO PERMITS.

Establishes an exemption from applicable county permit requirements for repetitive construction projects for facilities under the control of the Department of Education, University of Hawaiʻi, or School Facilities Authority. Effective 6/30/3000. (HD1)

RELATING TO THE CERTIFICATION OF DOCUMENTS.

Establishes a fee of $10 for the issuance of an apostille or non-apostille certification and establishes the apostilles and certifications special fund. Authorizes the Office of the Lieutenant Governor to expend moneys in the fund for operational expenses. Appropriates funds into the special fund. Effective 1/1/2024. (CD1)
