Requires, in the case of any multiple-page advertisement, for the required disclosures to be made on the first page of the advertisement or on the cover page of the publication if the advertisement is used as the lead article and displayed on the cover page of a state- or county-wide distributed publication. Prohibits courts from considering parental alienation syndrome in determining child custody. Allows for the consideration of "harm" and "probable harm", rather than just "imminent harm", in Child Protective Act determinations.

Requires DOTAX to audit telecommunications companies operating in Hawaii to identify past underpayments of gross receipts taxes and property taxes, if any, dating back to January 1, 1990. Requires all telecommunications carriers that operate in Hawaii to use generally accepted accounting principles in calculating their tax liabilities to the State and counties.
Establishes a visitor impact fee on certain visitor arrivals into the State.
Amends provisions relating to criteria and procedures in family court determinations regarding custody and visitation rights. Clarifies that a parent's felony conviction for a violent or sexual offense in which the victim was a minor, or requirement to register as a sex offender, raises a rebuttable presumption that custody or visitation by that parent is not in the best interest of the child. Requires courts to consider registration as a sex offender a presumption of risk that affects the burden of producing evidence. Requires courts to state reasons for findings in writing or on the record, including specific findings that there is no risk to the child's health, safety, and welfare.
Authorizes the issuance of special purpose revenue bonds to assist HK Management, LLC, in planning, designing, constructing, reconstructing, renovating, acquiring, equipping, and improving surf industry center facilities.
Imposes a fee on the carbon content of fossil fuels. Establishes a carbon cashback trust fund into which fees will be deposited and dividend payments will be made to Hawaii residents. Effective for taxable years beginning after 12/31/2021.
Requires coordination to link certain information on social services, organ donor status, and immunization data to the statewide health information exchange. Makes participation in the Hawaii immunization registry mandatory for all providers of immunizations, including COVID-19 vaccines, beginning 08/01/2021.
