Until 7/1/2026, allows restaurants to apply a restaurant service surcharge for the sale of food or beverage services, the revenues of which shall be used exclusively by the restaurants for economic recovery from COVID-19 impacts. Authorizes establishments with a class 2 restaurant liquor license to allow the consumption of liquor anywhere on the premises, including the restaurant's outdoor property and sell liquors in their original packages for pick up, delivery, take out, or other means for off-premises consumption.

Increases the amount of tax credit allowable for household and dependent care services from $2,400 to $4,800 for a qualifying individual and from $4,800 to $9,600 for two or more qualifying individuals.
Requires the state building code council to make determinations on the financial impact, including the impact on amortized utility costs, of the adoption of a code or standard on single-family and multi-family homes and include the determinations in its annual reports to the governor. Suspends temporarily the exemptions for certain persons and certain amounts of gross income or proceeds from the general excise tax and requires the payment of both taxes at a four per cent rate. Specifies that the transient accommodations tax collected on resort time share vacation units shall be on the gross rental or gross rental proceeds. Part I effective 7/1/2022, and sunsets on 6/30/2026. Part II effective 7/1/2021.
Allows persons with a mental illness to participate in the vending facilities program. Limits vending facilities owned or operated by persons with mental health disorders to only those state or county public buildings not currently occupied by blind or visually handicapped vendors.
Establishes an office of the housing advocate within the office of the governor.
Sets the goal of employing one hundred percent clean ground transportation for the public and private transportation sectors by December 31, 2030. Requires all light duty motor vehicles procured pursuant to the Hawaii Public Procurement Code to be powered by renewable sources by January 1, 2030. Accelerates the State's goal of becoming one hundred percent reliant on clean energy and reaching its zero emissions clean energy target to 2030. Increases the goal for electricity use reductions achieved under the State's energy-efficiency portfolio standards. Prohibits the sale of new motor vehicles powered solely by fossil fuels by January 1, 2030.
Authorizes each county to adopt ordinances to enforce section 291-71, Hawaii Revised Statutes, including the establishment of penalties for failure to comply with its requirements or make reasonable efforts to maintain electric vehicle (EV) charging stations in working order. Clarifies that certain enforcement officers may enter private property to enforce EV parking space violations. Requires new EV charging systems installed pursuant to the EV charging system requirement to be at least Level 2 and network-capable beginning 1/1/2022. Changes EV charging equipped parking requirements per one hundred stalls from one stall by 2012 to five stalls by 2025 and ten stalls by 2030. Takes effect 7/1/2050. (SD1)
Establishes a statewide coordinator and program overseen by the department of the attorney general to provide services and assistance to commercially sexually exploited children and victims of human trafficking. Requires the attorney general to submit annual reports to the legislature. Requires the children's justice program to coordinate the investigation and case management of child human trafficking cases, including cases involving the commercial sexual exploitation of children. Changes the renewal period for driver licenses from every two years to every four years for persons 72 years of age or older.
