Requires the harbors division of the department of transportation to inspect shipments landing at a commercial harbor within the division's jurisdiction and originating from a geographic location that is known to manufacture, use, or export aerial fireworks. Requires the harbors division to use specialized canine units to perform these inspections. Appropriates moneys.

Prohibits any planned community association from assessing a fine or requiring an architectural review for any security camera on the exterior of a member's or tenant's unit if installed three or more years ago or if installed by a previous member or tenant who occupied the unit.
Establishes voters with special needs advisory committees at the state and county levels to ensure equal and independent access to voter registration, casting of ballots, and all other office of elections services.
Establishes a rental motor vehicle emissions surcharge and a climate change mitigation and adaptation commission special fund to support the activities of the climate change mitigation and adaptation commission.
Extends by three years the requirement that the department of health furnish, free of charge, certified copies of birth certificates for any individual who is homeless, provided the individual's homeless status is corroborated by a verification letter issued by a homeless service provider. Requires any taxpayer claiming an income tax credit to submit documentation verifying that seventy-five per cent of the applicant's employees are residents of Hawaii, including proof of residency for each qualifying employee through a state-issued identification card and two other acceptable documents as determined by the director of taxation.
Proposes a constitutional amendment to lower the qualifying age of voters for any state or local election to sixteen years of age.
Requires original equipment manufacturers of digital electronic devices to make diagnostic and repair information available to owners of equipment manufactured by the original equipment manufacturer and independent repair providers.
Requires state and county officials, officers, and employees, whenever answering a telephone call, video call, or other form of interactive telecommunication in the performance of their official duties, to identify themselves by first name and offer a polite salutation, consistent with the aloha spirit.
Extends the sunset date to claim the motion picture, digital media, and film production tax credit to December 31, 2035.
