Requires the Department of Education to develop and implement a statewide Artificial Intelligence Literacy Curricula Plan for students in eleventh and twelfth grades, beginning with the 2027-2028 school year as a condition for graduation. Establishes the Advisory Council for Artificial Intelligence Education. Establishes a three-year Artificial Intelligence Education Grant Pilot Program within the Department of Education. Establishes the Supportive Housing Special Fund. Restructures the conveyance tax to a marginal rate system and adjusts the tax for multifamily properties to reflect value on a per-unit basis. Allocates revenues from conveyance tax collections to the Supportive Housing Special Fund. Allocates a portion of conveyance tax collections to the Dwelling Unit Revolving Fund to fund infrastructure programs in county-designated transit-oriented development areas that meet minimum standards of transit-supportive density. Requires agricultural tourism activities to be registered by the county planning department. Requires agricultural tourism activities to coexist with an agricultural activity on a farming operation and requires termination of the agricultural tourism activities upon cessation of the agricultural activity, except under certain circumstances. Prohibits a financial risk-bearing entity from administering Medicaid services. Requires the Department of Human Services to contract with one or more administrative services organizations to perform non-risk administrative functions for the operation of the State's Medicaid program. Requires the Department to establish a Medicaid Care Coordination Program to contract with community-based programs to provide care coordination services. Requires physicians, other independent practitioners, hospitals, and other institutional providers to be paid or reimbursed directly by the State's medicaid agency. Requires the Department to establish regional health hubs in each county to serve as localized oversight bodies. Requires the Department to convene a Medicaid Stakeholder Advisory Group to support continuous improvement throughout the transition period. Requires reports to the Legislature. Appropriate funds.
Proposes an amendment to Article IX of the Hawaii State Constitution to guarantee that every person has the inalienable right, while engaged in employment in the State, to be paid at a wage rate that is at least equal to the state minimum wage rate, as provided by law, without regard to the type or nature of employment, unless justified by a compelling state interest achieved by the least restrictive means.
Amends the duties of the Hawaii Tourism Authority to focus on marketing and branding, rather than destination management and regenerative tourism. Establishes the Tourism Liaison Officer position within the Office of the Governor. Includes destination management and regenerative tourism as responsibilities of the Tourism Liaison Officer.
