Requires the department of human services to adopt rules, contingent on the approval of the Hawaii state plan amendment by the Centers for Medicare and Medicaid Services, to remove the $2,000-per-individual asset limit for eligibility for assistance under the med-QUEST program. Beginning 1/1/2024, prohibits the issuance of building permits for new single-family dwellings that are part of a development of ten or more dwellings and do not include a rooftop photovoltaic energy generating system, under certain circumstances. Authorizes the Hawaii state energy office to use moneys from the energy security special fund to administer variances. Effective 6/30/3000. (HD1)
Authorizes physician assistants to sign orders for respiratory therapy and plans of care. Expands the class of health care providers under whom respiratory therapists may practice respiratory care to include physician assistants and advanced practice registered nurses. Effective 6/30/3000. (HD1)

Establishes licensure requirements for school psychologists to be administered by the board of psychology. Requires all school psychologists to be licensed by 7/1/2025. Increases the composition of the board of psychology to include two school psychologists. Effective 6/30/3000. (HD1)
Requires the court to appoint counsel to indigent parents upon the filing of a petition for custody or family supervision and make every effort to do so at the first hearing attended by the parents.
Requires the Department of Education to create and manage a sports league for high school students in West Oahu, to further aid the development of high school students. This league is open to all high school students, regardless of whether the student attends a public, private, charter, or home school.
Establishes the Honolua Bay Special Fund for conservation purposes and the upkeep and maintenance of Lipoa Point. Establishes a Honolua Bay Advisory Board to administer the Honolua Bay Special Fund and oversee the conservation of Honolua Bay. Requires the Department of Land and Natural Resources to include and incorporate Honolua Bay into the Division of State Parks' online reservation system. Makes an appropriation.
Allows students who experienced educational disruption to graduate high school through enrollment in an accepted alternative education program and participation in certain activities approved by the department of education.
