Exempts certain projects for the Department of Hawaiian Home Lands from general excise taxes. Makes permanent the exemption of certain housing developed by the Department of Hawaiian Home Lands from school impact fee requirements. Ensures that the $600,000,000 appropriated to the Department of Hawaiian Home Lands in Act 279, Session Laws of Hawaii 2022, is available for expenditure until June 30, 2025. Makes permanent the issuance of county affordable housing credits to the Department of Hawaiian Home Lands. Effective 1/1/2024. (SD1)
Requires the Public Utilities Commission to design and administer an Electric Vehicle Charging System Loan Program to provide loans to certain applicants who install eligible electric vehicle charging systems. Appropriates funds. Effective 6/30/3000. (SD1)

Establishes the Public Education Scholarship Program within the University of Hawaii to provide students who are residents of the State with school tuition in return for a service commitment to teach in a public school classroom of the Department of Education or Hawaii public charter school, under certain conditions. Requires the Department of Human Services to establish a Child Care Accreditation Program to assist licensed and registered child care providers in obtaining accreditation. Authorizes the use of the Child Care Grant Program Special Fund for Child Care Accreditation Program grants. Makes the accreditation requirement for service providers receiving funds from the Preschool Open Doors Program voluntary. Appropriates funds for the Child Care Accreditation Program, including funding for the establishment of one full-time equivalent (1.0 FTE) position. Appropriates funds into and out of the Child Care Grant Program Special Fund for the Child Care Accreditation Program. Effective 6/30/2050. (SD1)
