Requires all businesses engaged in the sale of goods to include the amount of general excise tax owed in any display or tag indicating the price of the goods. Effective 1/1/2024.

Establishes permitting and education requirements for pharmacists performing certain diagnostic tests or tests waived pursuant to the Clinical Laboratory Improvement Amendments of 1988 (CLIA). Expands the definition of "practice of pharmacy" to include the ordering and collection of specimens for certain diagnostic-related or CLIA-waived tests. Effective 6/30/3000. (HD2)
Appropriates funds to the department of health to operate mobile clinics providing medication-assisted treatment throughout the State. Effective 6/30/3000. (HD1)
Requires each county to establish rates of compensation for members of certain qualifying county boards, commissions, authorities, and committees. Requires each county to submit a report to the Legislature regarding the county's compliance with this Act. Appropriates moneys to each county for the purpose of providing the compensation required by this Act.
Lowers the amount of time in which a health insurer may initiate a recoupment or offset demand effort from a health care provider for services rendered from eighteen months to twelve months. Establishes other requirements that health insurers must follow in making repayment requests from health care providers.
Increases the state earned income tax credit from twenty to twenty-five percent of the federal earned income tax credit.
Requires each department of education school and public charter school to establish a critical emergency response team. Appropriates funds. Effective 6/30/3000. (HD2)
Appropriation for staffing, commissioner inter-island travel, and other related operating expenses associated with the small business regulatory review board under the Department of Business, Economic Development and Tourism.
Allows parties aggrieved by an order of the Hawaiʻi Paroling Authority to appeal to the intermediate appellate court within 90 days of issuance and service of the order fixing the minimum term of imprisonment. Establishes the standard of judicial review for an order of the Hawaiʻi Paroling Authority.
Amends the Hawaiʻi Revised Statutes to replace the word "marijuana" and related terms with the term "cannabis" or related terms, as appropriate.
