RELATING TO HEALTH.

Appropriates funds to the department of health to develop and implement statewide media, education, and training activities for policies related to emergency examination and hospitalization and assisted community treatment for those in need of mental health intervention. Effective 6/30/3000. (HD1)

RELATING TO FUGITIVE DUST CONTROL.

Prohibits owners of vacant undeveloped land to cause or permit visible fugitive dust to become airborne from their land or to cause or permit visible fugitive dust that originates from their vacant developed land to be discharged beyond their land's lot line. Requires owners of vacant undeveloped land to submit to the Department of Health a Fugitive Dust Mitigation Plan no later than December 31, 2023, and every three years thereafter, and obtain approval from the Director of Health. Requires the Department of Health to adopt rules and submit reports to the Legislature.

RELATING TO THE RED HILL FUEL TANKS.

Amends the composition of the fuel tank advisory committee. Adds requirements for the committee as it carries out its duties.

RELATING TO FINGERPRINTING.

Prohibits the department of health from requiring an applicant, operator, employee, or adult volunteer at a healthcare facility or, in the case of a healthcare facility operated in a private residence, any adult living in the home other than the client, to consent to fingerprinting except in connection with the initial licensing or certification of the individual or healthcare facility. In the case of a healthcare facility operated in a private residence, any adult living in the home other than the client, who was not living in the home at the time of initial licensing of certification, shall not be required to be fingerprinted more than once. Resets initial fingerprinting and background check requirements if the licensee terminates the license and later applies for a new license. Provides that the department of human services shall not require service providers who have direct contact with individuals receiving adult services to be fingerprinted as part of the criminal history record check process more than once.

RELATING TO FAMILY LEAVE.

Provides employed individuals with up to 8 weeks of paid family leave during the 1st year after birth of the individual's child, adoption of a child by the individual, or placement of a child with the individual through foster care, and 8 weeks of paid family leave to care for the individual's family member having a serious health condition during any benefit year, paid through an employer-based private insurance program currently used to provide for temporary disability benefits. Specifies that private employers having fewer than 200 employees shall not be required to provide family leave and family leave benefits. Repeals chapter 398, HRS. Appropriates funds to the Department of Labor and Industrial Relations. Sections 1-28 effective 7/1/2025.

RELATING TO A STATE PERMITTING OFFICE.

Requires the department of accounting and general services to establish a state permit pilot program to process building and infrastructure permits for construction of state-owned buildings, state roads and highways, and other construction on state lands.
