Raises the minimum age requirement to enter into marriage from sixteen to eighteen years of age. Removes the parental consent and written approval by the family court requirements for a minor to marry. Removes spousal cohabitation after the parties attain legal age as an exception for an annulment based on nonage. Makes conforming amendments.

Requires the department of labor and industrial relations to establish and administer a family leave insurance program. Provides family leave insurance benefits and extends the period of family leave to 16 weeks for businesses that employ one or more employees who meet the hourly qualifications. Eliminates the previous threshold of 100 employees for employers to be subject to the family leave law. Appropriates funds.
Changes the total amount of motion picture, digital media, and film production income tax credits allowed per year from $50,000,000 to an unspecified amount. Effective 6/30/3000. (HD1)
Appropriates funds for the loan repayment program for health care professionals; provided that the funds are matched on a dollar-for-dollar basis by funds from a private or another public source. Effective 6/30/3000. (HD1)
Repeals the authority of employers to pay tipped employees less than the minimum wage.
Establishes the Therapeutic Psilocybin Working Group.
Allows bidders to clarify or correct immaterial or technical information required as part of a bid submission for up to twenty-four hours after the bid submission deadline. Requires that bids for construction be opened no sooner than twenty-four hours after the deadline for the submission of bids. Defines "immaterial or technical information". Repeals 6/30/2026. Adds specific requirements for sexuality health education programs funded by the State. Requires the Board of Education and Department of Education to collaborate to provide curricula information to the public. Requires students to be excused from the provided instruction upon the written request of the student's parent or legal guardian.
Establishes the prevent suicide Hawaiʻi taskforce within the Department of Health. Requires the task force to make annual recommendations to the Legislature on ways to reduce suicide rates in the State by 25% by 2025. Dissolves the task force on 1/1/2027.
