RELATING TO EARLY LEARNING OPPORTUNITIES.

Requires the Department of Human Services to establish a Child Care Accreditation Program to assist licensed and registered child care providers in obtaining accreditation. Authorizes the use of the Child Care Grant Program Special Fund for Child Care Accreditation Program grants. Makes the accreditation requirement for service providers receiving funds from the Preschool Open Doors Program voluntary. Appropriates funds for the Child Care Accreditation Program, including funding for the establishment of one full-time equivalent (1.0 FTE) position. Appropriates funds into and out of the Child Care Grant Program Special Fund for the Child Care Accreditation Program. Effective 6/30/2050. (SD1)

RELATING TO REPRODUCTIVE HEALTH CARE.

Explicitly provides that a patient has a right to choose to obtain an abortion, or terminate a pregnancy if the termination is necessary to protect the patient's life or health. Repeals criminal penalties for violations of certain abortion provisions. Clarifies which health care providers may provide abortion care.

RELATING TO RECREATIONAL FACILITIES.

Requires all playgrounds located in state and county parks and on public school grounds include special needs recreational playground equipment as part of the recreational apparatuses by 6/30/2025 including at a minimum a wheelchair accessible swing set. RELATING TO THE SUPPLEMENTAL NUTRITION ASSISTANCE PROGRAM.

Establishes an additional minimum supplemental nutrition assistance program (SNAP) benefit of $250 per month per person for SNAP-eligible households whose income is below two hundred per cent of the federal poverty level, as established by the United States Department of Agriculture. Requires that SNAP-eligible households whose monthly income exceeds two hundred per cent of the federal poverty level receive a graduated decline of additional SNAP benefits. Requires state general funds to be used to supplement the cost of the additional benefits. Appropriates funds. Effective 7/30/3000. (HD1)
