RELATING TO FLOODING.

Appropriates moneys as grants-in-aid to the several counties for the mitigation of flood risks on privately-owned roads. Provides that the appropriation or expenditure of moneys pursuant to the Act shall not be construed to establish a duty of care or grounds for liability for the State or the several counties. RELATING TO DOMESTIC VIOLENCE.

Requires law enforcement agencies to adopt and implement a written policy on domestic violence committed or allegedly committed by a law enforcement officer. Establishes standards, training deadlines, administrative procedures, and reporting requirements.

RELATING TO FIREWORKS.

Establishes the 2023 illegal fireworks task force within the department of the attorney general to develop a comprehensive strategic plan to stop the importation of illegal fireworks and explosives into the State, promote compliance with the fireworks control law; and ensure the safety and security of airports, harbors, and other facilities and institutions in the State against the discharge of illegal fireworks and explosives. Requires a report to the legislature.

RELATING TO SPECIAL PURPOSE DIGITAL CURRENCY LICENSURE.

Beginning 1/1/2024, establishes a program for the licensure, regulation, and oversight of special purpose digital currency companies. Extends operations of companies in the digital currency innovation lab under certain circumstances. Appropriates funds for three full-time equivalent (3.0 FTE) permanent examiners. RELATING TO SEXUAL ABUSE OF MINORS.

Expands the time period by which a civil action for childhood sexual abuse may be initiated, including an otherwise timebarred action. Authorizes a court to require personnel of legal entities to undergo training on traumainformed response. Effective 6/30/3000. (HD1)

RELATING TO TRANSPORTATION.

Beginning 7/1/2024, subjects all electric vehicles to a state mileage-based road usage fee instead of paying a registration surcharge. Requires a vehicle inspection certificate to state the odometer reading of the vehicle. Clarifies that the type of fuel required on applications for vehicle registration includes batteries or electricity. Requires the department of transportation to develop a long-term mileage-based usage fee implementation plan for all passenger vehicles and light duty trucks by 2033. Requires the department of transportation to seek federal funding. Appropriates American Rescue Plan Act funds for the state mileage-based road usage fee program.
