RELATING TO EDUCATION.

Requires DOE to develop and implement safety training for all cafeteria student helpers and ensure the student helpers receive the training prior to them volunteering. Requires DOE to provide personal protective equipment for all cafeteria student helpers prior to the student helpers volunteering. Requires all cafeteria student helpers to be directed and supervised by trained personnel at all times. Effective 6/30/3000. (HD1)

RELATING TO PROTECTING AGENCY POSITIONS FROM ELIMINATION REQUIREMENT.

Prohibits the elimination of funding for vacant positions in the department of human services and department of health for five years, or until the director of human services or director of health, as applicable, requests that the positions be eliminated, whichever occurs first.

RELATING TO HOUSING.

Lowers the income threshold from one hundred forty per cent to one hundred twenty per cent of the median family income for mixed-income rental projects to be eligible for rental housing revolving fund loans or grants. Effective 1/1/2024.

RELATING TO REGULATION OF IMPORTATION.

Requires the State of Hawaiʻi Plant and Animal Declaration Form to be distributed, completed, and transmitted electronically prior to the debarkation of passengers or baggage. Effective 6/30/3000. (HD1)

RELATING TO COMMERCIAL ACTIVITIES ON BEACHES.

Prohibits any person from presetting commercial beach equipment on any public beach under the jurisdiction of the department of land and natural resources, unless the customer is physically present. Requires commercial vendors to expeditiously remove commercial beach equipment after the customer has finished using it. Allows the department of land and natural resources to grant exemptions through rules adopted pursuant to chapter 91, Hawaiʻi Revised Statutes. Establishes administrative fines for violations. Pertains only to public beaches and does not include private lands, including accreted lands.

RELATING TO GREEN TRANSPORTATION INFRASTRUCTURE.

Establishes green infrastructure objectives and policies for transportation systems, infrastructure, and projects. Establishes the green transportation infrastructure task force to examine, evaluate, and develop policies for the design, implementation, and maintenance of green transportation infrastructure. RELATING TO AFFORDABLE HOUSING.

Requires that Hawaiʻi housing finance and development corporation housing projects include a restrictive covenant that the percentage of units of the housing project that are designated as affordable housing, as described in the submitted housing project application, shall be affordable housing in perpetuity.

RELATING TO ROOFTOP SOLAR INSTALLATION.

Beginning 1/1/2024, prohibits the issuance of building permits for new single-family dwellings that are part of a development of ten or more dwellings and do not include a rooftop photovoltaic energy generating system, under certain circumstances. Authorizes the Hawaiʻi state energy office to use moneys from the energy security special fund to administer variances. Effective 6/30/3000. (HD1)
