Requires the Hawaiʻi Public Housing Authority to allow any resident of a public housing project or state low-income housing project to keep 1 or more pet animals in the resident's unit, subject to applicable state laws, county ordinances, and any reasonable conditions. Provides that the Authority may charge a refundable deposit for each pet animal but shall not impose a monthly pet fee or pet rent. Allows the Authority to remove a vicious animal to protect persons or property.
Prohibits the counties from levying minimum real property taxes upon property that would be greater than the real property tax levied under the county's standard tax rate for the property.
Amends emergency management law to protect tenants, mortgagors, consumers, and residents for certain periods of time after the issuance of a gubernatorial or mayoral emergency proclamation. Classifies violations as unfair methods of competition and unfair and deceptive acts or practices.
Requires the Hawaiʻi emergency management agency to prepare and develop a plan to upgrade all-hazard warning sirens to be capable of transmitting voice instructions and directions and capable of voice activation.
Clarifies the definition of "power-generating facility" for the purposes of environmental impact assessments to include new combustion electricity-generating facilities operating beginning January 1, 2024, that were not previously operational. Includes power-generating facilities that are converting from one source of energy to another source, where the new source requires combustion and the electrical output rating of the converted facility exceeds 5.0 megawatts.
Requires that condominium renters who prevail in a lawsuit for a violation of the Residential Landlord-Tenant Code be awarded reasonable attorney's fees and costs and threefold damages. Requires the Real Estate Commission to establish a Condominium Association Board Oversight Task Force to ensure transparency and consistency in the management of condominiums. Requires a report to the Legislature. Dissolves the Task Force on an unspecified date.
Requires publicly held domestic corporations to have gender-diverse boards of directors. Establishes reporting requirements for the Director of Commerce and Consumer Affairs. Establishes penalties.
Establishes ratemaking regulations for insurers who base their rates on a policyholder or applicant's wildfire risk.
Requires a licensing authority to deny or suspend, or refuse to renew, reinstate, or restore, any license if the licensee or applicant is found to have been involved with unlawful fentanyl dealings.
