Requires planned community associations to either develop and adopt program rules for a neighborhood security watch program within the association's planned community or allocate a portion of the association's regular assessments to fund a neighborhood security watch program offered by a qualified third-party organization, no later than one year after the effective date of this Act.

Establishes a substance abuse treatment special fund. Increases liquor tax rates to unspecified amounts. Allocates increased liquor tax revenues to the substance abuse treatment special fund.
Establishes the Hawaiʻi Cannabis Authority and Cannabis Control Board within the Department of Commerce and Consumer Affairs to regulate all aspects of the cannabis plant. Beginning January 1, 2026, legalizes the personal adult use of cannabis. Establishes taxes for adult-use cannabis sales. Transfers the personnel and assets of the Department of Health and assets Department of Agriculture to the Hawaiʻi Cannabis Authority. Appropriates funds.
Establishes fines for any person who sets off fireworks without a valid permit and while a red flag warning is in effect.
Appropriates funds for capital improvement projects in the eleventh representative district.
Establishes heightened penalties for the assault and terroristic threatening of health care workers. Clarifies the definition of "terroristic threatening" to include the methods of contact.
Allows tenants who prevail in a lawsuit for a violation of the Residential Landlord-Tenant Code to be awarded reasonable attorney's fees and costs and threefold damages.
Requires special sentencing of habitual violent felons. Requires the Department of Law enforcement, in collaboration with the Statewide Office on Homelessness and Housing Solutions, to work with Weed & Seed Hawaiʻi, Inc., to expand Weed & Seed Hawaiʻi, Inc.'s site programs statewide, beginning with the Waianae Coast of Oahu.
Excludes from the definition of "laws" in section 127A-2, Hawaiʻi Revised Statutes, county charter provisions pertaining to executive, legislative, and administrative structure and organization are excluded.
Allows the counties to impose, by ordinance, enhanced penalties for graffiti in certain designated zones and supersede graffiti sentencing requirements under the Penal Code.
