RELATING TO CRISIS INTERVENTION.

Requires the Department of Law Enforcement to coordinate crisis intervention training for state and county law enforcement agencies and crisis intervention officers. Requires the Department of Health to certify crisis intervention officers. Defines "crisis intervention officer". Authorizes crisis intervention officers to order persons determined to be imminently dangerous to themselves or others to be transported to a designated behavioral health crisis center. Establishes positions. Declares that the general fund expenditure ceiling is exceeded. Makes an appropriation.

RELATING TO ACCESSIBLE HOUSING.

Establishes the multifamily housing accessibility modifications grant program to facilitate the installation of accessibility modifications in certain properties. Appropriates moneys. Declares that the appropriation exceeds the state general fund expenditure ceiling for 2024-2025.

RELATING TO ELECTIONS.

Requires that each vote cast for a question on a ballot for the ratification of a constitutional amendment be counted in the negative only if the ballot properly indicates that the vote is in the negative.

RELATING TO ARRANGEMENT OF CANDIDATE NAMES ON BALLOTS.

Requires that any new contract entered into by the Office of Elections for equipment or services relating to preparing ballots or counting votes include the capability to randomize the names of candidates appearing on the ballot if technologically possible. Requires candidate names to be randomized on ballots to the greatest extent possible. Requires the Office of Elections to inform voters and candidates, by a method suited for the voting system, that the names of candidates may not be in alphabetical order.

RELATING TO ELECTIONS.

Designates all University of Hawaiʻi system campuses as voter registration agencies as defined in the National Voter Registration Act. Requires the Chief Election Officer to use data concerning voter registration and election participation to study voter registration, absentee voting, and provisional voting trends by age, race, and class to improve youth voter registration and election participation. Allows student identification cards issued by the University of Hawaiʻi system to be used to register to vote. Designates all University of Hawaiʻi campuses as voter service centers.

RELATING TO CONSTRUCTION WORKFORCE DEVELOPMENT.

Establishes a construction trades workforce development program in the Department of Labor and Industrial Relations to develop, establish, and implement a construction trades career pathway program for high school students in the State. Appropriates funds.

RELATING TO HIGH-VOLTAGE ELECTRIC TRANSMISSION LINES.

Prohibits the construction of overhead high-voltage electric transmission lines. Requires the Office of Planning and Sustainable Development to submit to the Public Utilities Commission a report identifying the areas of the State having the highest risk of wildfires. Requires the Public Utilities Commission to direct certain public utilities to underground all existing overhead high-voltage electric transmission lines.

RELATING TO BURIAL SITES.

Requires, rather than allows, any person who violates chapter 6E, Hawaiʻi Revised Statutes, to appear before the Board of Land and Natural Resources. Requires, rather than allows, the Board of Land and Natural Resources to impose fines.
