Requires a property owner of agricultural land to obtain a special permit from the respective county prior to conducting public and private open area types of recreational use.

Provides that each lease that the Department of Agriculture enters into, renews, or extends after the effective date of this Act shall authorize the Department to: (1) Enter the leased premises at any time to identity, investigate, control, or eradicate invasive species; and (2) Terminate the lease if the lessee refuses the Department entry or is found in violation of any applicable law, rule, or order relating to the control or eradication of invasive species.
Requires the Board of Agriculture to submit a report on the percentage of agricultural lands that are suitable for farming and actively farmed and certain dollar amounts relating to lease transfers between lessees.
Establishes provisions allowing for consumers to request data brokers that maintain their personal information to delete any personal information related to the consumer.
No later than January 1, 2025, requires the Department of Accounting and General Services to install and maintain automated external defibrillators in certain state buildings. Requires the Department of Accounting and General Services to provide trainings on the use of automated external defibrillators for certain state employees and security staff. Appropriates funds. Effective 7/1/3000. (HD1)
Repeals existing law that preempted local ordinances or regulations that regulate the sale of cigarettes, tobacco products, and electronic smoking devices and nullified and voided any conflicting local laws and regulations. Allows counties to adopt ordinances that regulate the sale of cigarettes, tobacco products, and electronic smoking devices that do not conflict with and are more stringent than the state law that governs smoking.
Requires the Judiciary, in consultation with other stakeholders, to submit monthly and annual reports to the Legislature on the effectiveness of agreements for post-booking jail diversion programs in the first circuit. Amends the criminal justice diversion program to enable examination of defendants via telehealth. Provides a mechanism for the automatic screening of certain nonviolent defendants for involuntary hospitalization or assisted community treatment. Authorizes courts to require certain probation violators to undergo a mental health evaluation and treatment program as a condition of continued probation.
Requires the Department of Accounting and General Services to provide menstrual products at no cost in specified restrooms in public buildings maintained by the department. Requires the Department of Accounting and General Services to post signage in each restroom identifying the location of the free menstrual products. Appropriates funds. Effective 7/1/3000. (HD1)
Establishes the Hawaiʻi environmental protection agency within the department of land and natural resources. Transfers jurisdiction of certain functions and employees of the department of agriculture and department of health to the Hawaiʻi environmental protection agency. Appropriates funds.
Establishes the Red Hill remediation authority. Creates the Red Hill remediation special fund.
