RELATING TO MAUI'S PERMANENT HOUSING RECOVERY.

Establishes within the Department of Business, Economic Development, and Tourism the Interagency Council for Maui Housing Recovery to coordinate and facilitate Maui's permanent housing recovery and facilitate consultation and collaboration between state and county agencies on housing recovery initiatives for the island of Maui. Designates the executive director of the Hawaiʻi Housing Finance and Development Corporation to serve as chair of the council. Appropriates moneys. Sunsets 6/30/2034. Effective 7/1/3000. (HD1)

RELATING TO SCHOOL MEALS.

RELATING TO SCHOOL MEALS.

Requires eligible schools to participate in the federal Community Eligibility Provision, which provides federal funds to help schools offer free meals to all students. Appropriates moneys for any difference between federal funds amounts and costs of providing free meals. Declares that the general fund expenditure ceiling will be exceeded.

RELATING TO HOUSING.

Requires, for fixed-term tenancies, a landlord to notify a tenant of any intent to raise the rent for any subsequent rental agreement or any intent to terminate a rental agreement sixty days before the expiration of the original rental agreement. Increases the required notice period for intent to terminate for week-to-week tenancies. Effective 7/1/3000. (HD1)

RELATING TO HEALTHCARE.

Establishes the Hui Hoomana task force to identify actionable priorities and financial resources to offer the State's residents universal access to affordable, high-quality healthcare and health insurance. RELATING TO ACCESS TO TREATMENT FOR TERMINALLY ILL PATIENTS.

Beginning on 1/1/2024, permits manufacturers of investigational drugs or biological products to make these drugs and products available to terminally ill patients under certain conditions. Effective 7/1/3000. (HD1)

RELATING TO CLEAN AND SOBER HOMES.

Requires the Department of Health to ensure there is equitable distribution of clean and sober homes throughout a county. Requires an applicant to obtain written approval from the appropriate county showing compliance with all land use and zoning ordinances and rules. Prohibits the Department of Health from issuing a certificate of registration: unless, in certain counties, a public informational meeting is first held before a neighborhood board in the affected community; and if there are more than a certain number of registered clean and sober homes within a certain mile radius in the affected community. Effective 7/1/3000. (HD1)

RELATING TO CIVIC ENGAGEMENT.

Requires the Public Access Room to establish and maintain an outreach and engagement program for primary, secondary, post-secondary, and community education. Requires the Department of Education and University of Hawaiʻi to assign appropriate staff to coordinate with the public access room for the outreach and engagement program. Establishes two full-time equivalent permanent civic education resource teacher positions. Appropriates funds to the Legislative Reference Bureau for two full-time equivalent positions to assist in effectuating this requirement. Appropriates funds to the Department of Education for the expansion of civic education in the public schools. Effective 7/1/3000. (HD1)
