Reinstates the President of the University of Hawaii as the chief procurement officer for contracts for construction and construction related professional services furnished by licensees under chapter 464, Hawaii Revised Statutes. Adds to the University of Hawaii board of regents two ex officio nonvoting members who are faculty at the university. Prohibits the University of Hawaii board of regents from increasing tuition fees until an unspecified date. Requires the university to report to the legislature regarding tuition increases and the university's repair and maintenance costs. Effective 7/1/2050. (SD1)
Provides that the court may appoint one qualified examiner instead of three, to evaluate a criminal defendant's fitness to proceed or regaining fitness to proceed in all penal cases and removes the requirement that examiner shall be from within the Department of Health. On July 1, 2022, the requirement shall be three qualified examiners for felony cases and one examiner in non-felony cases. One of the examiners shall be from within the Department of Health. Permits overnight campgrounds on private property on certain agricultural lands in the County of Hawaii under a five-year pilot program. (HB1477 HD1)
Establishes an income tax credit for farmers who purchase water at higher rates from county water boards rather than at lower state irrigation system rates. Establishes the amount of the credit as the difference between the amount charged by state irrigation systems and the amount the state irrigation systems should charge in order to sustain operations. Deducts the cost of the tax credit from the irrigation system revolving fund. Applies to taxable years beginning after 12/31/2017.
