Establishes an exemption to overtime compensation for employees on public works projects working on a Saturday, Sunday, or state holiday under certain conditions.
Requires cash or protest bonds to be returned to the initiating party, less twice the amount of the administrative costs, except in cases where the appeal was frivolous or made in bad faith.
Requires the Department of Human Resources Development to: (1) conduct a remote work study; (2) review any recent remote work studies done by the counties; (3) develop and administer a remote work program; and (4) submit the study to the Legislature prior to the convening of the Regular Session of 2025. Declares that the general fund expenditure ceiling is exceeded. Makes an appropriation.
Prohibits a board or commission from authorizing a base salary for a position and prohibits an employee from receiving a base salary, in excess of the amount designated in the budget enacted by the Legislature or other legislative enactment, unless approved by the Legislature.
Permits a contractor, developer, or owner of affordable housing to employ a construction crane or other machinery that temporarily intrudes into a neighboring landowner's airspace, under certain conditions.
Prohibits intentionally leaving or confining pet animals in a vehicle under conditions that endanger their health, safety, or well-being. Permits law enforcement officers, animal control officers, and firefighters to enter an unattended vehicle to protect the health, safety, or well-being of a pet animal that is endangered by being left or confined in an unattended vehicle. Allows private citizens to rescue a pet animal that has been left in an unattended vehicle under certain circumstances.
Makes permanent the exemption from school impact fees of housing developed by the Department of Hawaiian Home Lands.
Appropriates moneys for the continued exploration and identification of geothermal resources on Hawaiian Home Lands. Declares that the appropriation exceeds the state general fund expenditure ceiling for 2024-2025.
Amends the landlord-tenant code to provide for a process to dispense of property and return the premises to a landlord when there is a death of a tenant.
Requires the Department of Agriculture to conduct a market analysis study to identify the optimum mix of private sector, public sector, and philanthropic funding sources and mechanisms needed to support blue carbon ecosystem projects in the State and Pacific region. Makes an appropriation.
