Appropriates a percentage of the tobacco settlement moneys to the Hawaiʻi cancer research special fund.
Establishes a separate prohibition on driving motor vehicles having noisy mufflers on public highways in high-density areas. Authorizes police officers to conduct examinations and inspections of motor vehicle mufflers in high-density areas. Establishes separate fines for mopeds having noisy exhaust pipes or mufflers that are driven in high-density areas. Defines "high-density areas".
Updates and expands the statutory prohibition on the use of tobacco at public schools to include prohibiting the possession and use of electronic smoking devices. Requires the Department of Education to be responsible for educating students, employees, and visitors about smoking and tobacco use prohibitions.

Establishes processes and requirements during a state of emergency or local state of emergency related to eviction moratoriums, foreclosure moratoriums, mortgage deferments, residential rent suspension, small business rent suspension, loan deferment, adverse information reported to consumer reporting agencies, and insurance requirements for planned community associations and condominium associations.
Requires a landlord to accept either rental security insurance or security deposit installment payments in lieu of a traditional security deposit, upon a tenant's request.
Provides that a defendant may not assert social gambling as an affirmative defense if the gambling activity occurred at the defendant's residence and gambling activities have resulted in multiple recent documented noise complaints.
