RELATING TO VOTER REGISTRATION.

Authorizes state agencies to implement automatic voter registration if designated by the Office of Elections. Requires eligible applicants for instruction permits, provisional licenses, driver's licenses, and identification cards to be automatically registered or preregistered to vote unless the applicant opts out. Effective 7/1/3000. (HD1)

RELATING TO CONTRACTORS.

Repeals the leasing restriction on owner-builders who obtain an owner-builder exemption to act as their own contractor and who build or improve residential or farm buildings or structures on property they own or lease and do not offer the buildings or structures for sale. Requires an owner or lessee to provide signed written notice that the structure for lease or sublease was built or improved by an individual who is not a licensed contractor. Effective 7/1/3000. RELATING TO DISABILITIES.

Requires the Department of Land and Natural Resources to evaluate its facilities for compliance with the Americans with Disabilities Act and compile a list of non-compliant facilities. Requires report to the Legislature.

RELATING TO HOUSING.

Clarifies that dwelling units eligible under the Rent-to-Own Program shall be units that are for sale in fee simple or leasehold on state or county land under a lease with an initial term of no less than ninety-nine years. Increases the time the sale price under the program must remain fixed from five years to ten years. Effective 7/1/3000. (HD1)

RELATING TO PEDESTRIAN SAFETY.

Prohibits pedestrians from walking along the roadway of an interstate highway, an auxiliary interstate highway, or certain state highways except while conducting authorized first responder duties or highway maintenance duties. Effective 7/1/3000. (HD1)

RELATING TO RETIRANTS.

Allows a retirant to be employed without reenrollment in the Employees' Retirement System and without loss or interruption of retirement benefits if the retirant is employed as an investigator in a position identified by the Department of Law Enforcement or Department of the Attorney General as a labor shortage or difficult—to-fill position, subject to certain conditions. Requires the director of human resources of the appropriate state jurisdiction to include in the director's annual report to the Legislature, details on the employment of retirants as investigators. Effective 7/1/3000. (HD1)

RELATING TO TRANSPORTATION.

Designates student transportation as critical infrastructure and a critical service for Hawaii's public education system. Requires all school bus contracts between the State and the contractor to include certain standards, performance metrics, and accountability requirements to prevent service disruptions. RELATING TO AMBULANCES.

Appropriates funds to the Department of Health to purchase of one advanced life support ambulance and related equipment to be based in central Maui, fund pay-related personnel costs for state-certified emergency medical services personnel, and increase the predictability and stability of available air ambulance services for all islands in the State. Effective 7/1/3000. (HD1)

RELATING TO RETIRED TEACHERS.

Amends the break in service requirement for retirants to six months before they can be rehired as teachers or administrators in teacher shortage areas or in hard-to-fill positions. Prohibits rehired retirants from receiving additional employment benefits. Directs the Department of Education to adopt rules to identify teacher shortage areas and hard-to-fill positions. Effective 7/1/3000. (HD2)
