Establishes a fire safety working group to determine if a full-time state fire marshal's office would be more effective than the existing state fire council in planning, executing, and promoting fire safety-related programs and topics in the State. Specifies that the allocation of the state bond ceiling to the State shall be used entirely for housing related projects. Requires counties that elect to receive their allocation to do so by resolution and specify the allocation amount requested. Removes the authorization for counties or issuers to request additional allocations of the state bond ceiling. Prioritizes projects of counties that assign their allocation back to the State over projects of counties with their own private activity bond issuance program. Requires counties or issuers that retain their allocation to submit quarterly reports on the status or use of any allocation. Requires a project to first apply to the county in which the project is located, if the county has a private activity bond issuance program, before applying to the State. Changes the dates for reverted or remaining allocations and requires certain reverted or remaining allocations to be used for housing related projects. Sunsets on 12/31/2027.
Creates a task force to conduct a census of COFA residents in Hawaii. Effective 7/1/2044. (HD1)
Beginning January 1, 2023, prohibits the sale, offer for sale, or distribution in the State of any sunscreen that contains active ingredients that are not generally recognized as safe and effective by the Food and Drug Administration, without a prescription issued by a licensed health care provider. Requires the Campaign Spending Commission to file a complaint with the local office of the Federal Bureau of Investigation or Postmaster General as appropriate for grossly false or anonymous advertisements.
Establishes a working group within the department of accounting and general services to study and recommend to the legislature improvements to the management of the state procurement office and methods of procurement, particularly in the area of natural resource management. Requires a report prior to the convening of the regular session of 2023.
Directs the public utilities commission to adopt guidelines for interconnection applications that would trigger distribution, transmission, or other utility infrastructure upgrade costs in excess of a threshold determined by the commission. Effective 7/1/2100. (HD1)
Requires the board of education to hold no less than six community forums annually, with at least one forum in each county. Makes board member attendance at community forums permitted interactions under certain circumstances. Requires the board to include an open forum for public comments on non-agenda items. Requires a report to the legislature on implementing open forums at board of education meetings. (HD1)
Allows an electric utility to own, operate, lease, plan, construct, install, maintain, or replace broadband facilities, including middle mile infrastructure, to help facilitate the development of and investment in broadband facilities and services to rural, unserved, underserved, and urban communities throughout the State.
