RELATING TO ELECTIONEERING COMMUNICATIONS.

Requires a person to file a statement of information with the campaign spending commission for every expenditure for an electioneering communication. Effective 7/1/2112. (HD1)

RELATING TO ELECTIONS.

Allows the campaign spending commission to refer a complaint to the attorney general or county prosecutor in addition to any administrative determination at any time. Disqualifies a person convicted of violating campaign finance criminal prosecution laws from holding elective public office for ten years, rather than four years. Repeals language stipulating that campaign finance criminal prosecution laws do not apply to any person who has paid or agrees to pay fines related to report filing violations and advertisement violations prior to the commencement of the proceedings. RELATING TO CESSPOOLS.

Establishes a temporary income tax credit until 12/31/2035 for costs of cesspool upgrade, conversion, or connection. Requires the upgrade, conversion, or connection of cesspools upon sale of real property or within 12 months of the date of sale recordation, with certain exemptions. Appropriates funds for additional positions to monitor and enforce cesspool upgrades, conversions, and connections. Effective 7/1/2100. (HD1)

RELATING TO A MEMORIAL.

Authorizes the issuance of general obligation bonds and appropriates funds for plans and design of a veterans' memorial, and replicas of the memorial on each neighbor island, as recommended by the Gulf War memorial task force pursuant to Act 139, Session Laws of Hawaii 2013. Effective 7/1/3000. (HD1)

RELATING TO FILM INFRASTRUCTURE TAX CREDIT.

Creates a nonrefundable twenty percent film infrastructure tax credit. Requires that the film infrastructure project must spend an unspecified amount on buildings, facilities, or installations. Caps the credit at an unspecified amount per year. Effective 10/18/2050. (HD1)

RELATING TO COVERAGE FOR MAMMOGRAPHY.

Requires health insurers, mutual benefit societies, and health maintenance organizations to cover mandated services for mammography at least as favorably as coverage for other radiological examinations. Effective 7/1/2060. (HD2)

RELATING TO NATIVE HAWAIIAN REHABILITATION PROGRAMS.

Requires the department of public safety, in collaboration with the office of Hawaiian affairs, to create a Native Hawaiian rehabilitation program for prison inmates that puts an emphasis on preserving Native Hawaiian values and cultural practices. Appropriates funds. Effective 7/1/3000. (HD1)

RELATING TO MENTAL HEALTH LICENSING.

Requires psychologists licensed in the State to complete at least three hours of continuing education per licensing biennium on topics relating to cultural diversity, cultural competence, or health equity. Effective 7/1/2060. (HD1)
