RELATING TO THE FESTIVAL OF PACIFIC ARTS.

Appropriates funds to the Department of Business, Economic Development, and Tourism for the Commission on the Thirteenth Festival of Pacific Arts to plan for the Festival of Pacific Arts to be held in Honolulu from June 6 to June 16, 2024.

RELATING TO NOISE.

Requires the department of health to adopt rules by 6/30/2026 for amplified sound on public and private property where decibel weighted levels exceed current standards for zoning districts and residential properties where noise is excessive during certain times.

RELATING TO FIREARMS.

Requires any person carrying an unloaded firearm in a motor vehicle to locate the firearm so as not to be readily or directly accessible from the passenger compartment of the vehicle or, if the firearm is being carried in a motor vehicle that does not have a compartment separate from the passenger compartment, to keep the firearm in an enclosed container that is locked, other than the glove compartment or console, and not in plain view.

RELATING TO FIREWORKS.

Establishes the shipping container inspection program and shipping container inspection program special fund. Increases the maximum fine for each violation of the fireworks law. Requires PSD to submit reports to the legislature on implementation of the shipping container inspection program.

RELATING TO TRANSPORTATION.

Specifies that a certificate of inspection shall be issued if a vehicle is not equipped with a noisy muffler or exhaust system. Requires rules regarding safety check inspections to ensure that a motorcycle, moped, or motor vehicle is not equipped with a noisy muffler or exhaust system. Suspends, revokes, or refuses renewal of a permit for an official inspection station upon a third or subsequent wilful violation of any rule regarding inspecting a noisy muffler or exhaust system. Makes violating the noisy muffler laws a petty misdemeanor. Includes repairing or installing a noisy muffler or exhaust system as a prohibited practice for motor vehicle repair regulations.

RELATING TO SUSTAINABILITY.

Requires the Department of Land and Natural Resources to recognize that game mammals and game birds provide a food source, that striking an appropriate balance between the management of game mammal and game bird populations and sustainability of the animals' natural habitats to reduce negative impacts to important watershed areas is a priority, and that the State's unique relationship with the ocean requires careful consideration and management of land and ocean activities that prioritize the public trust responsibilities of the State. Requires each department, office, or agency of the State to update the department, office, or agency's rules and policies to integrate the local hunting and fishing industries into any food security or sustainability strategies that department, office, or agency employs. RELATING TO AGRICULTURAL PARK LEASES.

Allows the Department of Agriculture to extend the agricultural park lease of any lessee who holds a lease with a remaining term of 15 years or less; provided that the land covered by the lease is 25 acres or less and located in a county with a population of less than 500,000. (SD1)
