RELATED TO SUMMARY POSSESSION.

Requires that a current GET license number for any rental income be filed with the complaint to the court for summary possession proceedings. Requires the judiciary to submit an annual list of certain information regarding summary possession cases to the department of taxation. Effective 6/30/3000. (HD1)

RELATING TO VESSELS.

Prohibits a vessel from being fumigated on ocean waters. Allows an owner whose vessel is required to be fumigated on ocean waters to apply for an exemption from the division of boating and ocean recreation. Requires any vessel granted an exemption to be fully covered and sealed while being fumigated and for any period of time thereafter needed to prevent fumigant or other chemicals from entering ocean waters. Effective 6/30/3000. (HD1)

RELATING TO CONSERVATION MITIGATION BANKS.

Authorizes the department of land and natural resources to establish and operate conservation mitigation banks to restore, create, enhance, or preserve species, their habitats, or resources as compensatory mitigation, or for past damages. Authorizes the department to contract with a third-party administrator for the operation of the conservation mitigation banks. Clarifies the sale of credits involved in conservation mitigation banking. Effective 6/30/3000. (HD1)

RELATING TO SOCIAL WORK.

Requires the department of public safety, or its successor agency, in collaboration with the department of human services, to develop and establish a social work training program to assist nonviolent incarcerated individuals in the area of social work. RELATING TO MEDIA LITERACY.

Authorizes school complexes to incorporate media literacy in its standards-based curriculum, including content that prevents negative impacts of misinformation, disinformation, digital discrimination, and online hate speech. RELATING TO HEALTH DATA SHARING.

Establishes the Hawaii health data exchange framework. Establishes a working group to assist the department of health on legislation developing and implementing the framework. Requires certain health care organizations to execute a health data sharing agreement by 9/1/2032. Establishes deadlines for certain entities to begin sharing health information. Appropriates funds. RELATING TO THE COMMUNITY COURT OUTREACH PROJECT.

RELATING TO THE RESIDENTIAL LANDLORD-TENANT CODE.

Allows a landlord or landlord's agent to charge an application screening fee for certain applicants at the time a rental application is processed for residential property. Requires the landlord or landlord's agent to provide a receipt for payment of the application screening fee and a breakdown of the application screening fee. Requires the landlord or landlord's agent to return any unauthorized fee amounts to the applicant. Requires, on 5/1/2024, the office of consumer protection to produce and make available informational materials and publicize requirements regarding application fees and related rights and obligations. Effective 6/30/3000. (HD1)
