Prohibits the sale of flavored tobacco products and the mislabeling of e-liquids as nicotine free. Authorizes the department of health to appoint, commission, or contract for services of inspectors. Appropriates funds to DHS to restore basic adult dental benefits to medicaid enrollees. Requires DHS to obtain the maximum federal matching funds available for this expenditure.
Establishes an employer child care tax credit for employers who provide or sponsor approved child care. Effective 6/30/3000. (HD2)
Requires the Hawaiʻi Medical Board to establish standards for health care providers to ensure that a patient's consent to treatment is an informed consent. Requires that informed consent for a proposed medical or surgical treatment or a diagnostic or therapeutic procedure shall be obtained prior to the day of that treatment or procedure. Specifies that if the treatment or procedure is to occur on the same day it is scheduled, the informed consent shall be obtained at the time the decision is made to schedule that treatment or procedure.
Establishes a task force to identify the top ten fruits or vegetables that are imported into the State but may be commercially grown in the State. Creates an income tax credit to incentivize the production of those fruits or vegetables to obviate the need to import them into the State. Effective 6/30/3000. (SD1)
Establishes system access and system integration requirements for the computer software tracking system for medical cannabis dispensaries. Requires the department of health to submit an annual report to the legislature on data captured using the computer software tracking system.

Lowers the amount of time in which a health insurer may initiate a recoupment or offset demand effort from a health care provider for services rendered from eighteen months to twelve months. Establishes other requirements that health insurers must follow in making repayment requests from health care providers.
Increases the state earned income tax credit from twenty to twenty-five percent of the federal earned income tax credit.
