Establishes a transient accommodations tax rate of twenty-five per cent for furnishing transient vacation units to transient occupants for less than thirty days. Effective 6/30/3000. (HD1)

Modifies the existing plant and animal declaration form to also require in-bound travelers to the State to acknowledge federal and state laws, and individual responsibility to protect the environment and agriculture of the State. Requires all other documents travelers are required to complete to enter the State, except documents only relating to a dangerous communicable disease, to include an environmental and agricultural affirmation. Effective 6/30/3000. (HD1)
Implements the recommendation of the cesspool conversion working group to accelerate the dates for required upgrades, conversions, or connections of priority level 1 cesspools and priority level 2 cesspools by requiring priority level 1 cesspools to be upgraded, converted, or connected before 1/1/2030, and priority level 2 cesspools to be upgraded, converted, or connected before 1/1/2035, rather than before 1/1/2050. Effective 6/30/3000. (HD1)
Repeals the requirement for Board of Land and Natural Resources approval for lease extensions in the Hilo Community Economic District. Requires the Department of Land and Natural Resources to use the current tax assessed value when offering lease extensions to lessees. Requires all applications to the Department of Land and Natural Resources for an extension of fixed rental periods or lease terms to be made within 180 days and confirm lease extensions.
Requires rental housing projects to maintain, in perpetuity, 50% of the project's units for certain low-income tenants in order to be eligible for the Hawaiʻi Housing Finance and Development Corporation's rental assistance program.
Specifies that a prohibition on the increase of prices of essential commodities during a state of emergency expires 72 hours after the effective date and time of the initial declaration or any supplemental declaration, unless the governor or mayor specifically includes within a proclamation the commodities that are subject to the declaration.
Requires the department of education to fully implement the farm to school program and farm to school meals program by the 20242025 school year. Provides that complex area superintendents have the authority to implement the farm to school and farm to school meals programs. Requires certain school cafeteria supervisors to report directly to complex area superintendents. Establishes school cafeteria supervisor positions. Requires the office of talent management of the department of education to conduct a compensation review of school cafeteria supervisor positions. Appropriates funds. Effective 7/1/3000. (HD2)
Clarifies that the Board of Land and Natural Resources shall not unilaterally amend the terms and conditions of any lease of public lands being extended pursuant to Act 149, Session Laws of Hawaiʻi 2018, except as otherwise provided therein; and if the Board of Land and Natural Resources wishes to amend the terms and conditions of any lease of public lands being extended to reflect the Board's most current lease form and leasing practices and policies, such lease form and leasing practices and policies must be included in the rules of the Board. Defines "lease of public lands". Repeals 6/30/2028.
Prohibits landlords from recovering possession of a dwelling unit from tenants if habitability of the premises is significantly impaired. Sets a tenant's liability for rent if habitability of the premises is significantly impaired. Provides remedies for retaliatory evictions.
