Requires any person applying for a license as an electrical contractor, pole and line contractor, high voltage electrical contractor, or electronic systems contractor to possess a trade license or an electrical engineering degree from an accredited college to perform electrical work in the State. Temporarily requires parties in a divorce proceeding to refrain from moving a child from a county of residence, removing the child from school, interfering with custodial arrangements, or discontinuing payments on financial obligations. Expedites mediation and financial and property disclosure.
Defines duly qualified physician or surgeon. Allows an employee to record medical examinations of the employee that are ordered by the Director of Labor and Industrial Relations. Allows employees to have a chaperone present at medical examinations.

Requires PSD, in conjunction with DOH, DOT, and the examiner of drivers of each county, to provide Hawaii-born inmates with copies of birth certificates and driver's licenses or state ID cards. Requires PSD to assist inmates born outside of Hawaii to obtain birth certificates and photo IDs.
Establishes the special operations K9 unit special fund. Appropriates money to the fund for deputy canines and full-time equivalent (FTE) permanent canine handler positions within the department of public safety.
Appropriates funds for the University of Hawaii Intercollegiate Athletic Program.
