Establishes procedures for designating public land redevelopment districts, planning committees, district redevelopment plans, and designated redevelopment district revolving funds. Establishes powers and duties of planning committees. Modifies public land lease restrictions. Establishes the Waiakea Peninsula Redevelopment District, Planning Committee, and Revolving Fund until June 30, 2027. Appropriates funds. (HB1469 CD1)
Makes an appropriation to the Hawaii community college for the Hawaii community college and University of Hawaii at Hilo, in collaboration with the Department of Agriculture and the Agribusiness Development Corporation, to study agriculture and agricultural learning opportunities on the island of Hawaii. Requires the Hawaii community college to submit a report to the legislature. Effective 7/1/2050. (SD1)
Part I: changes the name of the board of dental examiners to the board of dentistry and dental hygiene; beginning on 7/1/2018, changes the board composition by increasing dental hygienist representation and ensuring Oahu and neighbor island representation among dental hygienist members. Part II: clarifies the allowable and prohibited practices requirements for dental assistants; clarifies that rules shall not infringe upon, overlap with, or conflict with the duties and scope of practice for licensed professionals; and prohibits persons from employing, directing, or ordering a dental assistant or other person to perform services or procedures within the scope of practice of dental hygiene. Extends the sunset date of the Alternative Energy Research and Development Pilot Program to June 30, 2019. Appropriates funds for the Program. (SD1)
Establishes the Hilo Community Economic District as a community development district located in East Hawaii under the Hawaii Community Development Authority. Establishes the Hilo Community Economic Revolving Fund. Repeals on the earliest of 6/30/2037, inclusion of lands within the District within a redevelopment area, or establishment of a special improvement district that encompasses the lands within the District. Appropriates funds to the Department of Health and Department of Human Services, including the Office of Youth Services, to provide homeless outreach services and rental subsidies to reduce and prevent homelessness. Takes effect on 7/1/2075. (SD1)
Requires the Office of Youth Services to coordinate a two-year Safe Places for Youth Pilot Program in partnership with private organizations to coordinate a network that youth can access for safety and where youth can obtain advice, guidance, programs, and services. Establishes a Safe Places for Youth Pilot Program Coordinator position. Requires a report to the Legislature. Appropriates funds. (SD1)
