Requires an owner or prior owner of an abandoned well to repair or seal the well at the owner's or prior owner's expense. Appropriates funds for three new positions to assist DLNR with the inspection of abandoned wells, the enforcement of well construction and pump installation standards, and enforcement of well abandonment requirements. Provides for workers' compensation claims that an employer may appoint, at the employer's expense, a qualified physician selected by the mutual agreement of the parties to conduct an independent medical examination or permanent impairment rating examination. Provides a process for appointment in the event that there is no mutual agreement.
Requires DOT to contract for a study on the feasibility of establishing a harbor or port at Kapoho bay on the island of Hawaii.
