RELATING TO HOMELESSNESS.

Authorizes any continuum of care to offer a stipend to volunteers assisting in the point-in-time count conducted annually to determine the number of homeless individuals in the State, as a condition of receiving federal homeless assistance from the United States Department of Housing and Urban Development. RELATING TO ENERGY TRAINING.

Requires the University of Hawaii community colleges to establish energy systems and technology training courses for county employees responsible for permitting, inspecting, licensing, and approving construction projects that contain renewable energy systems and related technology. Requires the establishment of a committee of industry stakeholders to collaborate with the University of Hawaii community colleges in developing appropriate training courses. Requires the University of Hawaii community colleges to submit a report to the legislature detailing its progress prior to the convening of the regular session of 2019. Appropriates funds. RELATING TO MEDICAL MARIJUANA.

Requires the department of health to adopt rules to prohibit: (1) the manufacture and sale of manufactured marijuana products that are shaped to appeal to children; and (2) the use of additives in manufactured marijuana products designed to make the product more addictive or more appealing to minors.

MAKING AN APPROPRIATION FOR EMERGENCY MEDICAL SERVICES.
