Establishes a detailed process allowing law enforcement officers and family or household members to obtain a court order to prevent a person from accessing firearms and ammunition where the person poses a danger of causing bodily injury to oneself or another.

Makes the earned income tax credit refundable in twelve monthly payments, unless the taxpayer opts to receive the refund in a lump sum. Creates a subaccount in the tax reserve fund for refunds of the earned income tax credit.
Authorizes and provides funding for the Hawaii Technology Development Corporation to participate in and contribute funding for the development of a Hawaii cyber ecosystem and related aspects of cybersecurity.

Authorizes the liquor commission to issue a new restaurant liquor license prior to the restaurant commencing operation. Requires an applicant for a new class 2 restaurant liquor license to include a certification that the applicant intends and shall derive no less than thirty per cent of the establishment's gross revenue from the sale of foods. Clarifies that a class 2 restaurant liquor license is transferrable, provided that the transferee certifies that the transferee intends and shall derive no less than thirty per cent of the establishment's gross revenue from the sale of foods.
Redirects $1,000,000 of transient accommodation tax revenues to the Bishop Museum.
Requires the department of transportation to conduct a pilot project, in cooperation with one or more counties, to include the Hawaiian language on traffic signs on state and county lands of the participating counties. Appropriates funds for the execution of the pilot project.
Appropriates funds to the Hawaii Internet Crimes Against Children Task Force. Requires the Task Force to submit a report to the Legislature.
