Directs the DOH to perform a study to develop a pilot program to provide state-provided financial support to individuals pursuing a doctor of medicine degree in exchange for a commitment to practice medicine in Hawaii after they graduate. (HB1089 HD1)

Requires the Insurance Commissioner to perform a study on capitated payment rates in Hawaii that compares the payment model in Hawaii with the payment models in other states. Appropriates funds for the study. (HB1464 HD2)
Makes permanent the requirement that decisions in contested case hearings of the Commission on Water Resource Management, Land Use Commission, Public Utilities Commission, Hawaii Community Development Authority, and those involving conservation districts be appealed directly to the Supreme Court, with certain exceptions. Creates a medical release program within the Department of Public Safety for certain ill, disabled, or impaired inmates who pose a low risk to public safety. Takes effect on 3/1/2020. (SD2)
Extends the hospital sustainability program for two years. Clarifies exemptions from the hospital sustainability fee and increases the allowable aggregate fees to be charged. Appropriates funds out of the hospital sustainability special fund for fiscal years 2019-2020 and 2020-2021. (HB1270 CD1)
Amends the affirmative defense of extreme mental or emotional disturbance to murder or attempted murder by prohibiting explanations based solely on the defendant's discovery, defendant's knowledge, or the disclosure of the victim's gender, gender identity or expression, or sexual orientation. Requires the court to instruct the jury to disregard bias and prejudice if a defendant's explanation includes the discovery of a victim's gender, gender identity or expression, or sexual orientation. Exempts students in post-secondary education programs from immunization requirements if they attend classes exclusively online or through distance learning, under certain conditions. (HB1157 CD1)
