RELATING TO SOBRIETY CHECKS.

Establishes a sobriety checkpoint special fund to provide funding to county law enforcement agencies for staffing for sobriety checks and processing of persons arrested at sobriety checkpoints. Increases the state vehicle registration fee and establishes the amount to be deposited into the sobriety checkpoint special fund. Appropriates funds into the sobriety checkpoint special fund and out of the special fund as grants-in-aid for the counties. Effective 7/1/3000. (HD1)

RELATING TO RESTORATIVE AQUACULTURE.

RELATING TO CONTROLLED SUBSTANCES.

Prohibits the sale or holding, offering, and distribution of hemp products that contain cannabinoids created through isomerization. Inserts the alternative name for Delta 6 cis or trans tetrahydrocannabinol, and their optical isomers into the list of schedule I controlled substances. Takes effect 12/31/2050. (SD1)

RELATING TO WATER CATCHMENT.

Creates a nonrefundable water catchment income tax credit for a homeowner who installs and places into service a water catchment system meeting certain requirements on residential property in the State owned by the homeowner. Effective 7/1/3000. (HD1)

RELATING TO THE UNIVERSITY OF HAWAII.

RELATING TO BEVERAGE CONTAINERS.

Allows for the establishment of additional regional centers for the redemption of refillable beverage containers. Repeals certain exemptions for beverage dealers from the requirement to operate redemption centers and amends the types of containers they must accept for redemption. Requires the Department of Health to establish a reverse vending machine pilot program to use the deposit beverage container deposit special fund to provide grants to deploy reverse vending machines.
