RELATING TO VOTING.

Requires that any person who is eligible to vote and applies for a motor vehicle driver's license or identification card to be automatically registered to vote unless the applicant affirmatively declines. Allows an applicant to affirmatively decline to have any of the applicant's information electronically transmitted. Authorizes access to and electronic transmission of databases maintained or operated by the counties or the department of transportation containing driver's license or identification card information to election officials and the online voter registration system. Effective 7/1/2050. (HD2)

RELATING TO GOVERNMENT.

Authorizes forfeiture of certain employees' retirement system benefits, pursuant to court order, for state or county employees and designated beneficiaries who are convicted of an employment-related felony. Effective 1/1/2050. (HD1)

RELATING TO INDUSTRIAL HEMP.

Requires DOA to establish a permanent hemp program pursuant to federal law, and a corresponding special fund. Requires DOH to adopt rules for the licensing, inspection, and regulation of industrial hemp processing facilities. Reduces or repeals certain regulatory provisions of existing hemp pilot program. Establishes authorized cultivation of hemp as affirmative defense. Excludes hemp from the definition of marijuana. Requires chairperson of board of agriculture to prepare a state plan for approval of the federal Secretary of Agriculture and report on the approval process to legislature and governor. Appropriates funds. Takes effect 7/1/2150. (HD1)

RELATING TO TEMPORARY STAFF OF THE LEGISLATURE.

RELATING TO THE 1924 HANAPEPE MASSACRE.

Requires the State Foundation on Culture and the Arts to erect monuments and displays on Kauai, and support other specified awareness efforts, to memorialize the 1924 Hanapepe Massacre victims and the contributions of Kauai sugar plantation laborers as a whole. Appropriates funds.

RELATING TO PENSION AND RETIREMENT SYSTEMS.

This bill allows state and county employees who served in the Peace Corps up to four years credit in service time towards state retirement and pension plans.

RELATING TO COUNTIES.

Makes explicit the counties' authority to regulate hosting platforms providing booking services for short-term rentals. Includes swapping, bartering, or exchange of a residential dwelling, or portion thereof, in definition of "short-term rental" for this purpose.
