Increases the amount of tax credit allowable for household and dependent care services from $2,400 to $4,800 for a qualifying individual and from $4,800 to $9,600 for two or more qualifying individuals.
Requires that a majority of the members of the Hawaiian Homes Commission be beneficiaries and on the waitlist. Requires quarterly reporting to the legislature and beneficiaries on land dispositions made during the quarter. Authorizes the governor to establish an inter-agency council. Authorizes the issuance of special purpose revenue bonds to assist HK Management, LLC, in planning, designing, constructing, reconstructing, renovating, acquiring, equipping, and improving surf industry center facilities.
Establishes a pilot program within the Aina Mauna legacy program of the department of Hawaiian home lands to remove and harvest gorse from Mauna Kea and develop it as a marketable product to expand economic opportunities for native Hawaiians. Requires reports to the legislature. Appropriates funds. Sunsets 6/30/2025.
Requires the Department of Agriculture to establish a five-year food hub pilot program to increase access to local food. Provides for the award of grant funding to qualified applicants wishing to establish or expand a food hub. Requires reports to the Legislature. Makes an appropriation.
Requires the Governor to mandate, when declaring a state of emergency involving an airborne pathogen, the wearing of face masks or other specified face coverings under certain circumstances. Specifies that the penalty for violation of the mandate shall be a monetary fine, unless an exemption was fraudulently obtained.
Removes the cap on the amount that may be claimed per qualified production. Removes the limit for the total amount of tax credits allowed per year for the motion picture, digital media, and film production income tax credit. Deducts a percentage to be utilized for studio and infrastructure development in the State.
Requires the Department of Agriculture and Agribusiness Development Corporation to annually lease at least fifty per cent of land leased or up for lease renewal to operations whose primary business is local food production beginning 1/1/2022. Requires the Department of Agriculture and Agribusiness Development Corporation to submit reports to the legislature on leasing activities.
Increases the Board of Agriculture Chairperson's authority to approve agricultural loans and aquacultural loans not to exceed $50,000 of state funds, rather than $25,000.
