Requires the board of education to invite the exclusive representative for bargaining unit (5) (teachers and other personnel of the department of education) to appoint a nonvoting public school teacher representative to the board and the exclusive representative for bargaining unit (6) (educational officers) to appoint a nonvoting public school administrator representative to the board. Authorizes agricultural tourism activities, including certain overnight accommodations, under certain conditions and only in counties that have adopted ordinances regulating agricultural tourism activities. Beginning 11/1/2024: extends the period for a notice of termination of a rental agreement; requires tenants and landlords to engage in mediation; delays filing an action for summary possession if a tenant schedules or attempts to schedule mediation; and requires landlords to provide specific information in the 10calendar-day notice to tenants. Establishes a three-year summer tuition pilot program to provide funding to UH community colleges to offset the costs aligning the resident tuition rates for the summer semester with the resident tuition rates for the spring and fall semesters at the community colleges. Authorizes dental hygienists who are under the general supervision of a licensed dentist to perform preventive dental sealant screenings and apply dental sealants on certain individuals in a school-based oral health program. Effective 7/1/3000. (HD1)

Establishes the qualified internship grant program within the Department of Education to provide grants to businesses and organizations that employ qualified interns participating in work-based learning through a qualified internship program. Appropriates funds. Effective 7/1/3000. (HD2)

Establishes the Daniel K. Inouye College of Pharmacy Special Fund to support pharmacist workforce assessment and planning efforts. Establishes the pharmacist workforce assessment fee. Appropriates funds. Effective 7/1/3000. (HD1)

Establishes requirements, including additional disclosures and consumer consent, regarding the collection, use, and sharing of consumer health data information. Establishes rights for consumers regarding their health data, including the right to have health data deleted. Prohibits the sale of consumer health data without a consumer's signed valid authorization. Prohibits the erection of a geofence around health care centers. Effective 7/1/3000. (HD1)
