Directs the Hawaii housing finance and development corporation to take title to a specified 15.418-acre parcel in Honokaa, Hawaii county, if the corporation finds, after its due diligence, that the parcel is suitable for residential development. Specifies that the corporation is responsible for documenting any change in title. Requires the corporation to conduct a feasibility study. Appropriates funds for the feasibility study.

Beginning 7/1/2022, establishes an air cargo pest inspection, quarantine, and eradication fee, to be assessed on each air carrier delivering air cargo into the State. Establishes the air cargo pest inspection, quarantine, and eradication fund, to be used solely by the department of agriculture's air cargo inspection program. Increases the inspection, quarantine, and eradication service fee and charge from 75 cents to an unspecified amount for every 1,000 pounds of freight or part thereof brought into the State. Requires the auditor to conduct an analysis on the air cargo pest inspection, quarantine, and eradication fee. (HD1)
Allows county governments to enter into private-public partnerships for the services and transferring, or joint venturing of one or more of their wastewater treatment facilities to a private entity, or its wholly owned nonprofit management entity, for the delivery of those services.
Requires public contractors to obtain insurance to cover at least half of a project's construction costs to the State to provide funds for curing construction defects discovered within ten years after the completion of the contract. Authorizes the State to institute an action against the contractor for the total costs of curing those defects. Effective 7/1/2112. (HD1)
Requires sellers to disclose whether the real property lies within the sea level rise exposure area designated by the Hawaii climate change mitigation and adaptation commission or its successor. Effective 1/1/2050. (HD2)
Disallows the enforcement of a re-recorded homeowners' association restriction if the restriction prohibits bona fide agricultural uses and activities on agricultural land.
Requires the department of land and natural resources to license non-commercial marine fishing along with freshwater fishing, engage in public outreach prior to implementing the combined non-commercial freshwater and marine fishing license, and submit reports to the legislature. Prohibits enforcement of requirement to obtain a license to catch marine life for non-commercial purposes until 6/1/2022.
Requires, in the case of any multiple-page advertisement, for the required disclosures to be made on the first page of the advertisement or on the cover page of the publication if the advertisement is used as the lead article and displayed on the cover page of a state- or county-wide distributed publication. Reduces the maximum fee a check casher may charge under a payday loan agreement for deferring the deposit of a check from fifteen per cent to seven per cent of the face value of the check.
Defines "beneficiary consultation". Prohibits the department of Hawaiian home lands from disposing or extending a general lease to non-beneficiaries unless there are no applicants seeking to enter into a general lease to the use and occupancy of a tract of Hawaiian home lands. Requires the department to notify beneficiaries through beneficiary consultation prior to the disposition of Hawaiian home lands. Adds language to require Section 204 lessees mandate Homestead Beneficiary Agreements. Prohibits the department from establishing additional criteria to enter into a general lease with an applicant, under certain conditions. Specifies that the department may grant a license or enter into a general lease, under certain conditions. Allocates the interest or other earnings from the Hawaiian home loan fund and Hawaiian home general loan fund into their respective funds, under certain conditions. Requires the department to submit a quarterly report to the legislature and beneficiaries. Authorizes the department to negotiate with homestead association governed water agencies to maintain water systems prior to other service providers, under certain conditions. Effective 1/1/2050.
