RELATING TO A CARBON TAX ON AVIATION FUEL.

Imposes a state carbon emissions tax of $6.25 per ton of carbon dioxide equivalent emissions on all aviation fuel. Directs the aviation fuel tax into the airport revenue fund. Implements a tax credit to mitigate the effects of this tax on lower income taxpayers.

RELATING TO OCCUPATIONAL LICENSURE.

Establishes procedures and eligibility criteria for a privilege to practice public accountancy in this State for public accountants and certified public accountants licensed in another state with comparable education, examination, and experience requirements. Subjects all holders of a privilege to practice to the regulatory and enforcement jurisdiction of the Board of Accountancy. Sunsets on 6/30/2024.

RELATING TO HOMICIDE.

Changes the name of the offense of negligent homicide to vehicular homicide. Recategorizes the penalty categories for each of the 3 degrees of the offense to the next highest level of severity. Establishes that a person who has been convicted of vehicular homicide in the first degree shall be sentenced without the possibility of suspension of sentence or probation. Prohibits any prosecutor from dismissing a charge of vehicular homicide in the first degree in exchange for a defendant's agreement to a change of plea on a lesser charge, or for any other reason, unless the charge is not supported by probable cause or cannot be proven at trial. For any prosecution of vehicular homicide in the first degree that alleges that the defendant operated the vehicle while having a concentration of alcohol of .08% or more in the defendant's blood or breath, establishes as an affirmative defense that the concentration was the result of the defendant's consumption of alcohol after the defendant stopped operation of the vehicle.

RELATED TO SUMMARY POSSESSION.

Requires that a current GET license number for any rental income be filed with the complaint to the court for summary possession proceedings. Requires the judiciary to submit an annual list of certain information regarding summary possession cases to the department of taxation.

RELATING TO GEOTHERMAL ROYALTIES.

Increases the percentage of royalties received by the State from geothermal resources that are to be paid to the county in which the geothermal resources are located. Requires the royalties paid to a county to be used for further geothermal resources discovery and development. Requires the county to submit an annual report to the legislature. Effective 7/1/2100. RELATING TO SOIL CLASSIFICATIONS.

Requires the office of planning and sustainable development to conduct a study of the suitability of the State's current soil overall (master) productivity rating system classified by the land study bureau's detailed land classification. Requires a report to the legislature. Appropriates funds. Effective 7/1/2050. (HD1)

RELATING TO FIREWORKS.

Creates a civil cause of action that may be brought by any person, other than an officer or employee of the State or a local governmental entity in the State, for certain violations or aiding or abetting certain violations of the Fireworks Control Law, with statutory damages.

RELATING TO HISTORIC PRESERVATION.

Defines "pre-contact historic property". Clarifies that the historic preservation program includes the development, publication, and distribution of materials and consultation services about protections for burials, historic sites, and archaeological resources. Increases civil and administrative fines for certain violations of historic and preservation requirements and makes violators liable for costs associated with mitigation or restoration measures.
