Makes an emergency appropriation out of the State Highway Fund to provide funds for fiscal year 2024-2025 for the Department of Transportation to enforce the Motor Carrier Law.
Amends section 266-19.5(d), HRS, for the purpose of increasing the cap for the contract value of any one capital advancement contract (CAC) and the cap for the total aggregate value of CACs in a fiscal year entered into by the Department of Transportation with private parties for harbor improvements. Adds reporting requirements for the department.
Increases the total principal amount of special facility revenue bonds that may be issued by the Department of Transportation for harbor improvements. Effective 7/1/2050. (SD1)

Requires the Department of Transportation to administer a statewide program for certification of active intelligent speed assistance systems and select a vendor for the installation and maintenance of systems. Limits the civil liability of motor vehicle manufacturers, distributors, and retailers for active intelligent speed assistance systems. Makes circumventing or tampering with an active intelligent speed assistance system a misdemeanor. Establishes penalties for operating a motor vehicle in violation of a court-ordered active intelligent speed assistance system requirement. Allows the Judiciary to impose the installation of active intelligent speed assistance systems as an additional penalty and as part of a license suspension or revocation for repeat offenders of certain traffic violations. Prohibits the issuance of a certificate of inspection for a moped or motor vehicle that has been altered, installed, or otherwise modified in any way which will noticeably increase the noise emitted by the motor vehicle or moped above that emitted by the motor vehicle or moped as equipped from the factory.

Requires lot owners in subdivisions that are not planned communities to pay for the repair and maintenance of subdivision roads. Requires counties to provide certain services to associations. Restricts provisions to counties having a population greater than 200,000 but less than 500,000. Extends the reporting date and sunset date for the working group established pursuant to Act 200, SLH 2022. Appropriates moneys.
