SB 2115: RELATING TO COLLECTIVE BARGAINING.

Amends the collective bargaining negotiation procedure on the repricing of classes within a bargaining unit for public employees. Establishes an impasse procedure to be applied when an employer fails to initiate the negotiation or the parties fail to reach an agreement within 90 days. Repeals existing law that requires a different impasse procedure to apply in those situations. Sunsets 6/30/2029. Effective 7/1/3000. (HD1)

SB 2088: RELATING TO HEALTH CARE PLANS FOR WORKERS.

Requires the Department of Labor and Industrial Relations, in consultation with the Insurance Commissioner, to establish and implement a five-year voluntary Nontraditional Workforce Portable Health Care Benefit Plan Pilot Program that offers high deductible health plans or catastrophic health plans to nontraditional workers who are ineligible for health benefits provided by the Hawaii Employer-Union Health Benefits Trust Fund or prepaid health care plans under the Prepaid Health Care Act. Requires reports to the Legislature. Appropriates funds. Effective 7/1/3000. (HD1)

SB 2382: RELATING TO LAW ENFORCEMENT.

Establishes the Kupaa Retention Bonus Program to be administered by the Department of Law Enforcement to provide $15,000 retention bonuses to eligible sworn law enforcement officers that have worked a minimum of two thousand hours during the preceding fiscal year, subject to collective bargaining negotiations. Requires the Department of Law Enforcement to report to the Legislature on the effectiveness of the Kupaa Retention Bonus Program. Appropriates funds for the Kupaa Retention Bonus Program. SB 2349: RELATING TO AQUACULTURE DEVELOPMENT.

Requires the Department of Agriculture and Biosecurity to: (1) Establish a four-year Restorative Aquaculture Development Program to reduce aquaculture permit processing time, support aquaculture infrastructure expansion, increase the aquaculture workforce, and pursue federal aquaculture grants; (2) Establish three pilot demonstration sites for restorative aquaculture; and (3) Convene a Restorative Aquaculture Advisory Council. SB 2796: RELATING TO TAXATION.

Imposes the manufacturing general excise tax rate on motion picture, digital media, and film productions and repeals the provision in the definition of "qualified production costs" that applied the term to mean costs incurred that are subject to the highest general excise tax rate. Exempts from the general excise tax amounts received by a motion picture project employer from a client company equal to amounts that are disbursed by the motion picture project employer for employee wages, salaries, payroll taxes, insurance premiums, and employment benefits and payments to loan-out companies. SB 2120: RELATING TO TRANSFER OF EMPLOYEE BENEFITS.

Requires the State, Legislature, and counties to amend rules and policies to ensure that certain employees can transfer accrued vacation and sick leaves if rehired by the State or a county within one calendar year of separation under certain conditions. Extends the allowable break in service for purposes of determining certain state and county contributions to the Hawaii Employer-Union Health Benefits Trust Fund from ninety calendar days to 180 calendar dars under certain conditions. SB 1660: RELATING TO EMPLOYMENT.

Requires employers in the hospitality industry to implement anti-harassment measures, provide training, and equip certain workers with panic buttons. Prohibits retaliation against a hospitality worker who files a complaint, uses the provided panic button, or participates in an investigation or proceeding related to a harassment complaint. Requires the Department of Labor and Industrial Relations to adopt rules, including rules determining penalties and establishing procedures for handling complaints. Requires all hospitality employers to comply no later than 1/1/2026. Effective 7/1/2050. (SD1)

SB 340: RELATING TO COLLECTIVE BARGAINING IN PUBLIC EMPLOYMENT.

Clarifies that the Hawaii Labor Relations Board has the authority to enforce its own orders issued pursuant to state law governing collective bargaining in public employment, in addition to discretion to seek judicial enforcement of its orders under the Hawaii Employment Relations Act. SB 1287: RELATING TO TRANSPARENCY.

Requires under the State's wage compensation laws that food, beverage, and service establishments that accept tips and employ tipped employees post signs that include language explaining their tip allocation practices and the contact information for the Wage Standards Division of the Department of Labor and Industrial Relations and the Wage and Hours Division of the United States Department of Labor. Establishes back wages and penalties as available remedies for employees in the event of a violation. Effective 7/1/2050. (SD2)
