Establishes the Ohana Zones Program as a program within the Statewide Office on Homelessness and Housing Solutions. Authorizes the Hawaii Housing Finance and Development Corporation to exempt ohana zones projects from general excise taxes. Requires annual reports to the Legislature. Appropriates funds. Establishes a two-year-pilot program within the Department of Human Services to provide temporary financial stabilization assistance to families with students identified as experiencing homelessness. Funds the program through the Department of Human Services using allowable Temporary Assistance for Needy Families funds. Requires Department of Education Complex Area Community Homeless Concerns Liaison to make approved purchases. Effective 7/1/3000. (HD2)
Requires the Statewide Office on Homelessness and Housing Solutions to establish a permanent Return-to-Home Program to return homeless individuals in the State to families and relatives in their home states. Requires the Office to report to the Legislature. Appropriates funds.
Establishes the Supportive Housing Special Fund. Restructures the conveyance tax to a marginal rate system and adjusts the tax for multifamily properties to reflect value on a per-unit basis. Allocates revenues from conveyance tax collections to the Supportive Housing Special Fund. Allocates a portion of conveyance tax collections to the Dwelling Unit Revolving Fund to fund infrastructure programs in county-designated transit-oriented development areas that meet minimum standards of transit-supportive density. Effective 7/1/3000. (HD2)
Requires the Statewide Office on Homelessness and Housing Solutions to make an annual report on the number of sheltered and unsheltered homeless individuals and on housing placement. Requires the Statewide Office on Homelessness and Housing Solutions to annually report to the Legislature on contracts and plans or proposals to enhance kauhale projects. Requires the Statewide Office on Homelessness and Housing Solutions to annually report to the Legislature on coordination between the office and any county, state, or federal agencies, or private or nonprofit organizations. Effective 7/1/3000. (HD1)
