Establishes a three-year Homelessness Sanctuary Pilot Program to be administered by the Coordinator on Homelessness, in coordination with the Department of Human Services and the City and County of Honolulu, on designated land for the pilot program, which shall serve as a safe location for unhoused primary caregivers and children under the age of eighteen to reside and access services. Requires the Coordinator on Homelessness and the Coordinator's partner agencies to provide certain facilities and services to the designated location. Requires reports to the Legislature. Makes the Safe Spaces for Youth Pilot Program permanent within the Office of Youth Services. Requires the program to collaborate with all state and county departments that offer services for youth and young adults to coordinate the identification of youth and young adults who are experiencing homelessness and placement of these youth at a shelter for homeless youth or young adults. Authorizes the Office of Youth Services to contract with nonprofit organizations to provide shelters for homeless youth or young adults. Requires the Office of Youth Services to submit a report twenty days prior to the regular session of the Legislature.
Establishes the offense of loitering on public property and adds trespassing on public property to the offense of criminal trespass in the first degree. Establishes the homeless case management program and special fund, administered by the judiciary for the benefit of persons experiencing homelessness.
