HB 1593: RELATING TO AFFORDABLE HOUSING.

Requires, for any affordable rental housing development project that receives financing or any financial assistance from the Hawaii Housing Finance and Development Corporation, that the Corporation require the housing development lease or occupancy agreement to allow residents to own or otherwise maintain one or more common household pets. Effective 7/1/3000. (HD1)

SB 2344: RELATING TO HOUSING.

Requires the Hawaii Housing Finance and Development Corporation to compile, maintain, and publish on its website a public inventory of underutilized public properties suitable for affordable rental housing development. Requires the HHFDC to provide legal and administrative assistance to requesting county agencies and eligible developers to accelerate the development of affordable rental housing projects. Establishes eligibility requirements for developers and rental housing projects seeking interim financing from the HHFDC. Establishes the Affordable Rental Supply Revolving Fund to be administered by the HHFDC to provide interim financing for eligible developers of approved rental housing projects. Establishes the Affordable Homeownership Program within the HHFDC to provide second mortgages to homebuyers under certain conditions. Establishes eligibility requirements for a homebuyer seeking a second mortgage from the HHFDC. Establishes the Affordable Homeownership Assistance Revolving Fund to be administered by the HHFDC. Appropriates funds.

SB 580: RELATING TO THE SCHOOL FACILITIES AUTHORITY.

Clarifies that the School Facilities Authority is responsible for certain development, planning, and construction projects for prekindergarten, preschool, and child care facilities, as well as workforce housing. Allows the School Facilities Authority to use the Department of Education for certain recruitment and hiring responsibilities. Allows the School Facilities Authority to partner with public and private development agencies to develop prekindergarten facilities. Exclude School Facilities Authority Board workgroups and subcommittees from the Sunshine Law, except as it relates to permitted interactions.
