Appropriates funds to support educational training programs to expand the State's health care workforce, including funding to support health care certification programs offered in public high schools and education programs that support certified nurse assistants in becoming licensed practical nurses. Eliminates the certificate of need requirement for all health care facilities and health care services except for nursing homes, hospices, intermediate care facilities for individuals with intellectual disabilities, and ambulance service providers.
Authorizes the Department of Health to implement a two-year pilot program that reduces duplicative activities required for the credentialing of health care providers by hospitals, universities, clinics, health plans, and independent practice associations; and establishes an advisory committee. Appropriates funds.
Establishes a joint legislative Long-Term Care Financing Advisory Commission to examine the feasibility of different financing options for long-term care services and supports. Permits the Commission, through the Legislative Reference Bureau, to contract for services of a part-time project director and prepare proposals for contracts for consultants to support the work of the Commission. Requires the Commission to submit reports to the Legislature. Appropriates funds.
By 1/1/2028, requires the Department of Labor and Industrial Relations to establish a family and medical leave insurance program and begin collecting payroll contributions to finance payment of benefits. By 1/1/2029, requires the Department to start receiving claims and paying benefits under the program. Specifies eligibility requirements and employee protections under the program.
Amends the Emergency Medical Services Special Fund by authorizing the deposit of revenues from billable emergency medical services. Amends the composition and allowable uses of the special fund. Establishes a cap on the unencumbered and unexpended balance in the special fund. Exempts expenditures from the special fund from chapters 103D and 103F, HRS. Discontinues the allocation of cigarette tax revenues to the special fund beginning 1/1/2027. Effective 7/1/3000. (SD1)
Authorizes health care practitioners to make undesignated prescriptions of single-use epinephrine for the purpose of stocking a supply at various types of businesses and state and county government offices, including public schools. Effective 7/1/3000. (HD1)
Requires the Department of Health to post on its website an easily understandable, searchable, and sortable list of all state-licensed care facilities including information on their licenses and inspections. Requires that the list be updated within five days of any change in its information.
Amends the definition of "dangerous to self". Defines the terms "gravely disabled" and "psychiatric deterioration". Broadens the term of "imminently dangerous to self and others". Increases the maximum period of emergency hospitalization.
