Requires the Hawaii Emergency Management Agency, fire chiefs, Law Enforcement Standards Board, and Department of Health to provide or require the provision of at least 1 hour of dementia‑specific training for first responders, including law enforcement officers, fire first responders, and emergency medical services personnel. Requires the Executive Office on Aging to review and recommend dementia-specific training curricula that address the recognition and signs of Alzheimer's disease and related types of dementia.
Establishes a three-year Health Coverage Continuity Pilot Program to be administered by the Department of Human Services, in consultation with the Department of Commerce and Consumer Affairs, to subsidize the cost of certain health insurance deductibles for eligible individuals. Authorizes the Department to contract with a nonprofit health insurer or community-based organization to operate the Pilot Program; provided that the Department shall allow the operator to access state-backed reinsurance or risk stabilization support for the operation of the Pilot Program. Authorizes the Governor to enter the PA Licensure Compact to create a comprehensive process that complements the existing licensing authority of the state medical board and provides a streamlined process that allows a PA to become licensed in multiple states, thereby enhancing the portability of a PA license and ensuring the safety of patients.
Establishes a comprehensive regulatory framework for prior authorization process in the State, including disclosure and notice requirements for utilization review entities regarding their prior authorization requirements and restrictions; qualifications and criteria for prior authorization review and appeals personnel; prior authorization process for non-urgent and urgent health care services, including the time frame by which utilization review entities must render a decision; adverse determination and appeal processes; prohibition of prior authorization for emergency health care services and medication for opioid use disorder; payments to health care providers; length and duration of prior authorizations; and exemptions for certain health care providers. Requires health insurers to utilize NCPDP SCRIPT Standard electronic prior authorization transactions by 1/1/2026. Requires utilization review entities to submit annual reports to the Insurance Commissioner each year. Requires the Insurance Commissioner to submit annual reports to the Legislature. Requires the Department of Education, in consultation with the Department of Health, to develop and distribute to each public middle and high school in the State guidelines for the establishment and operation of safe spaces for students to access telehealth services on school property during normal school hours. Requires each public middle and high school to establish and maintain a safe space for students according to the guidelines.
Appropriates funds to the Department of Human Services to achieve the full funding, including estimated payment increases, of Medicaid home- and community-based services. Effective 12/31/2050. (SD1)
Establishes statewide standards for state and county agencies, officers, and employees, and recipients of state funds, to limit participation in civil immigration enforcement in or near protected community locations that provide state-funded services related to education, physical or mental health, social services such as shelter care or food assistance, or access to justice, including schools, health care facilities, libraries, shelters, and places of worship. Requires the Department of Education, State Public Charter School Commission, University of Hawaii, Hawaii Health Systems Corporation, Hawaii State Public Library System, and Hawaii Emergency Management Agency to adopt and post written policies, provide annual staff training, and maintain data privacy protections. Appropriates funds for implementation by the Attorney General.
