Establishes the Universal Immunization Purchase Program and Universal Immunization Purchase Special Fund into which the fees will be deposited to finance the distribution of immunizations free of charge to qualifying health care providers. Appropriates funds. Effective 7/1/3000. (HD1)

Requires all public schools, including public charter schools, to maintain a stock supply of opioid antagonists. Requires the Department of Education and State Public Charter School Commission to offer training to school employees on the administration of opioid antagonists.
Requires the Department of Health to establish and administer a three-year Rural Community Health Worker Pilot Program that enables community health workers to provide outreach, education, training, and navigation to individuals residing in rural communities in the State and address social determinants of health. Appropriates funds.
Prohibits the sale of nonprescription diet pills and dietary supplements for weight loss or muscle building to any person under eighteen years of age. Requires retail establishments and delivery sellers to follow certain protocols regarding certain products to prevent access by minors to the restricted products.
Requires dental insurers to file all proposed plan rates and rate changes for a dental insurance plan with the Insurance Commissioner. Authorizes the Insurance Commissioner to disapprove the proposed plan rate if the dental loss ratio for the plan is less than seventy-five per cent. Establishes the method to calculate a dental insurer's dental loss ratio. Requires dental insurers to include dental loss ratio information in their annual reports to the Insurance Commissioner. Requires the Insurance Commissioner to publish certain report information.
Appropriates funds to support educational training programs to expand the State's health care workforce. Allocates funds to the Department of Education for health care certificate programs and classroom renovations for health care training in public high schools. Allocates funds to the University of Hawaii for education programs that support certified nurse assistants in becoming licensed practical nurses.
Adopts the Psychology Interjurisdictional Compact to regulate the practice of telepsychology and temporary in-person, face‑to‑face practice of psychology by psychologists across state boundaries in the performance of their psychological practice. Requires the Department of Commerce and Consumer Affairs to adopt rules to implement and administer the compact. Effective 7/1/3000. (HD1)
Prohibits physicians and surgeons from performing certain procedures on individuals born with variations in their physical sex characteristics who are under one year of age, unless the procedure is a surgery required to address an immediate risk of physical harm.
Requires and appropriates moneys for the Department of Human Services to develop and implement a public assistance program offering state-funded colorectal screenings for certain persons. Requires coverage for all colorectal cancer screenings in the State to be consistent with the Affordable Care Act Implementation Frequently Asked Questions published by the United States Department of Labor, United States Department of Health and Human Services, and United States Department of the Treasury.
