Eligible facilities include various types of residential care homes serving vulnerable populations like seniors and individuals with disabilities, with priority given to those in high-risk areas or operating older structures. The program requires participating homes to develop evacuation plans and mandates that the agency report its progress to the legislature by early 2027.

Requires the Hawaii State Energy Office to assess the feasibility of installing distributed energy resource systems at each state department facility. Requires state departments to implement and install the distributed energy resource systems detailed in the reports no later than five years from the issue date of the reports. Appropriates funds to be expended by the Department of Health as a grant for the Hawaii Primary Care Association to support solar-plus-storage microgrid implementation at community health centers in medically underserved communities, and provide programmatic services, project management, contract management, reporting and fiscal stewardship responsibilities, and developing future scalable plans for the development and deployment of solar-plus-storage microgrids at nonprofit community health centers. By 7/1/2027, requires government entities in the State that issue building permits to establish a self‑certification process for certain behind‑the‑meter, customer‑sited solar distributed energy resource systems that deems permit applications approved and allows applicants to proceed to build solar distributed energy resource systems immediately. Requires government entities in the State that issue building permits to develop guidance for determining specific conditions when a Federal Emergency Management Agency-mandated No-Rise Certification is not required for a solar distributed energy resource system located in a regulatory floodway. Requires the Public Utilities Commission to establish a streamlined grid-ready homes interconnection process, including vehicle-to-grid compliance requirements, by 1/1/2026. Authorizes the use of the Hawaii electricity reliability surcharge for cost recovery of certain expenses of the Hawaii Electricity Reliability Administrator associated with the grid-ready homes interconnection process. Requires a report to the PUC on the grid-ready homes interconnection process. Effective 1/1/2050. (SD1)

Expands the existing renewable energy technologies tax credit to cover claims made after 2025 for solar energy systems integrating battery storage or existing systems that are retrofitted to include battery storage.
